The Council oversees all administrative functions of the city such as hiring and firing of employees, borrowing money and paying all bills. The council is responsible for setting tax levies along with implementing a yearly budget, appointing all members of all affiliated committees, boards and commissions, and implementing and upholding all ordinances and regulations for which the City must follow.

The City of Lanesboro is a statutory, plan A, fourth class city of Minnesota with a weak mayor-council. Therefore, it is governed by four council members and a mayor. The mayor and the council members have the same role, except the mayor presides over the meetings. No council member as an individual can make decisions for the City. Council members have 4 year terms and the mayor has a two year term. Every even year an election occurs for which the mayor is up for reelection and two council members are up for reelection. Those that are elected take their position on the Council at the beginning of the next odd year. Steve Rahn, Mayor
Steve Rahn is the City of Lanesboro Mayor! This is his fourth term as mayor and he has done an outstanding job. Steve’s parents Eldor and Ardis Rahn live in Lanesboro. Steve grew up and lived around Lanesboro his entire life. He has been married to his wife Cheryl for 31 years! Steve and Cheryl have three daughters; Bonnie, Rachel & Jenny. They also have 2 grandchildren; Nolan and Hannah. Steve has worked for the Fillmore County Highway Maintenance department for 31 years. His hobbies are fishing, hunting & bowling. Steve has also served as a volunteer firefighter and a volunteer EMT for 25+ years. Steve ran for Mayor because he has always been active in the community and cares about the future of the City of Lanesboro. He cares about the community and serves on the Council to ensure the community spirit and to join the community together! Steve is the Council Representative on the Park Board.
 

Joseph O'Connor
Joe O'Connor grew up on a farm in rural Preston, Minn. After being drafted into the Army in 1965, he served a 26 year career which included duties in Vietnam, Germany, Korea, and Washington, D.C. He and his wife Lydia relocated to Lanesboro, Minn. in March, 2002. They have been married 37 years and have two children, Tara O’Connor Novak in Arden Hills, Minn. and Brian, a Staff Sergeant, U.S. Army who is serving in Iraq. Joe graduated from the University of Tampa with a Bachelor of Arts Degree in History and Economics. He also holds a Master of Science Degree in Telecommunications Management. He is a Certified Financial Planner and owns a franchise with Ameriprise Financial Services, Inc. He is a member of St. Patrick’s Catholic Church and a member of the Pastoral Council. He was appointed to fulfill a vacant position on the council and then was elected to the City Council in 2002, and re-elected in 2004 and again in 2008 for a special two-year term. Joe is the council representative for the Lanesboro Public Utilities Commission.

Tom Dybing
Tom Dybing is serving his second term on the Lanesboro City Council, which began in 2009. Tom was born in Lanesboro, graduated from Lanesboro High School and now resides back in Lanesboro. He graduated from Waldorf College with an AA in Business; he also attended the University of Minnesota, St. Paul Campus, for Ag-Economics. Tom was a dairy farmer from 1972 – mid 1990s. From 1993 to the present he has held and holds a Minnesota property appraiser’s license for fee appraisal work. Since 1994 Tom has been employed by Houston County and since 1996 he has received appointment for Houston County Assessor. He has been a Senior Accredited Minnesota Assessor since May 2000. Tom has been married to his wife Carol for 32 years and has three children; Aaron, Andrea and Jarod. He is a member of Elstad Lutheran Church and his hobbies consist of all sports and outdoor activities. Tom has over the years grown to appreciate the town and the residents more and more. By being a member of the Council, he hopes to return and enhance what the community of Lanesboro has given him and his family! Tom is the council representative on the Planning & Zoning Commission.
   

Vince Jeannette
Vince Jeannette

Vince Jeannette was elected to the City Council in the election held in 2006. His term is a 4 year Council term from Jan. 1, 2007 until Dec. 31, 2010. Vince moved to Lanesboro on April 1, 2004. He and his 23 year companion Rosie Hoffman purchased a local bar called The Parkway Pub, located at 109 Parkway Avenue North. Prior to coming to Lanesboro the couple lived in St. Paul, Minnesota, where Vince was a Special Education Educator. When asked why Vince decided to run for Council, he notes that he thinks Lanesboro is a great place and wants the residents’ voices heard. Vince is the council member serving on the city's Economic Development Authority.
 

Ceil Allen is in her first term (Jan. 1, 2009 - Dec. 31, 2012) as a Council Member. Ceil moved to Lanesboro from Chicago at the turn of the century, 2000, after retiring from a 37 year career with United Airlines. Ceil was a co-owner of a Lanesboro retail shop for five years. Ceil is a member of a women’s philanthropic education organization, loves singing in the church choir and enjoys being a part of the Lanesboro Community Theater Performances. Ceil has in the past served on the Lanesboro Art Council Board and on the Lanesboro Area Chamber of Commerce Board as president and has been the secretary of the local Friends of the Library Board. Ceil currently works part-time at several shops in the downtown area. She is the council liason to the the Library Board.
