Present: Kevin Drake, Joe O’Connor, Tom Dybing and Vince Jeannette
Absent: Steve Rahn
Visitors: Jan Meyer, Jon Pieper, Rosie Hoffman, Wanda Hanson and Tom Manion

The agenda was approved with a motion from O’Connor, second Dybing, motion carried.
The minutes from the December 18th meeting were approved with a motion from O’Connor, second Dybing, motion carried.

The meeting was called to order by Acting Mayor Kevin Drake.

Oath of Office
Kevin Drake was sworn in for 2 year term for council person.
Vince Jeannette was than sworn in for 4 year term of office for council person.

Persons with business before the Council
Land Split
Jon Pieper expressed his concerns over the request for the proposed land split neighboring his land.
The ownership of the land in that area has been disputed for several years.
Togerson said that they still have some time and will still meet the 60 day requirements if the issue is tabled until next meeting.
After much discussion it was decided to contact the property owners; Bucky Rogers, Everett Johnson and Jon Pieper, as well as Mark Welch from GGG to attend the next meeting.
Dybing made motion to table the land split issue until the next meeting, second Jeannette, motion carried.

Committee Reports
Public Utlities-December 18th-Drake
Torgerson gave reports, yearly schedule and presented the proposed budget.
P&Z- December 26th- Dybing
Mark Welch from GGG attended and the P & Z made a recommendation to approve for the council discussion on the land split.
Kevin Meyer’s building was questioned. Originally the permit was for office/garage & now the bank & appraisal are stating that Meyer wants to have a residential use. T
The P & Z Commission made recommendations to appoint Dean Hove to the P & Z Commission.
O’Connor made motion to approve Dean Hove to serve on the P&Z Committee, second Dybing, motion carried.

Housekeeping
Official Newspaper
O’Connor made motion to approve the Republican Leader as the City’s official newspaper for the 2007, second Dybing, motion carried.
Official Depository
Drake made motion to approve Associated Bank as the City’s official depository, second Jeannette, motion carried.
Mileage Reimbursement
O’Connor made motion to approve the IRS mileage rate reimbursement to employees at of 48.5 cents per mile, second Dybing, motion carried.
Signatures of Checks
Dybing made motion to approve Bobbie Torgerson, Rita Peterson and Steve Rahn to sign checks, second O’Connor, motion carried.
Appointment of Acting Mayor
Jeannette made motion for Kevin Drake to be appointed for Acting Mayor, second Dybing, and motion carried.
Board Appointments
Drake made motion to approve the appointment of the Board Members: Planning & Zoning- Tom Dybing, Park- Steve Rahn, EDA- O’Connor, Utilities- Drake and Library-Jeannette as Liaison, second O’Connor motion carried.
Meeting Schedules
Drake made motion to approve the schedule of meetings, second O’Connor, motion carried.
Staff Increases
O’Connor approved a .62 raise for full time employees, along with the suggested yearly reviews and salaries based on 26 pay periods, second Jeannette, motion carried.
Commonweal Sign
Accepted the donation of mural to be displayed somewhere in the Community Center.
Pay Equity Update
Torgerson will be submitting the report before the January 31, 2007 deadline.
Conference Request
Torgerson requested to possibly attending the conference when she finds out more of the details about the MCFOA clerks Conference sometime in March.
EMT Classes
There will be a class starting in February in Chatfield for EMT’s. Five people have already expressed interest and hopefully can attend the classes.
