Lanesboro City Council
January 3rd, 2006
Council chambers, 6:30 p.m.

Present: Steve Rahn, Tom Dying, Robert Norby, Kevin Drake and Joe O’Connor
Visitors: Vince Jeanette, Rosie Hoffman, Anna Pingree, Carrie Hanson, Tom Manion, John Black, Lisa Brainerd, Wanda Hanson and Marlin Miner

The meeting was called to order by Mayor Steve Rahn.
Additions to the agenda included under housekeeping Farmers Market checking account, applying for a credit card and closing the meeting for labor negotiations.
O’Connor made motion to approve the agenda, second Norby motion carried.
The minutes from the December 19th meeting were approved with a motion from Drake, second Dybing, motion carried.

Persons with business before the council
Vince Jeanette- Parkway Pub Off- Sale license

Jeanette has completed an application for the off-sale liquor license.
Councilmen Norby and Dybing both commented they received several calls on the issue favoring granting the license, and felt that there are 2 license and they should be issued if applied for.
Dybing made motion to allow the application to move forward and approve the Off-Sale License, second Norby, motion carried. O’Connor abstained from voting due to personnel involvement with the parties.

Committee Reports
Public Utilities- Drake
Kim Benson met with them to discuss the type of sewer system for this development. The commission approved him looking into sewage an alternative grinder that could handle up to 20 units without using a lift station.

EDA-O’Connor
Saw the first draft on the web-site, along with getting things set up with Carla Noack who will be working on the Comprehensive Plan.

Junk Tour
Discussion on the Junk Tour that is planned for in the Spring, the council intends to make the ordinance comprehensive so everyone is treated equally.
Torgerson stated letters will be sent first with specific details of the offending junk.

Housekeeping
Official Newspaper
There were 2 bidders, Fillmore County Journal and Republican Leader.
There was some discussion on the price and distribution, which seemed to be an issue on how many places it covered.
Drake made motion to have the Fillmore County Journal as the official newspaper for the year, second Dybing, motion carried.

Official Depository
O’Connor made motion for Associated Bank to be the official depository, second Dybing, motion carried.

Mileage Reimbursement
Dybing made motion starting on the first of the year for 44.5 cents per mile that the IRS recommended as the mileage reimbursement, second O’Connor, motion carried.

Signatures
Drake made motion for Steve Rahn, Bobbie Torgerson and Rita Peterson to sign checks, second Norby, motion carried.

Acting Mayor
Norby made motion for Kevin Drake to be the acting Mayor, second Dybing, and motion carried.

Board Appointments
O’Connor made motion to approve the Board Appointments which remained the same as last year, second Dybing, motion carried.

Meeting Schedule
The schedule was approved with a motion from Norby, second Dybing after changing EDA to Mondays and having both the Council meetings at 5:30 p.m.,motion carried.

Closed Meeting Performance Evaluation Summary

O’Connor, Gerry Evenson and Steve Rahn as a personnel committee and reviewed all information in relation to Torgerson’s position. The entire Council and PU Commission met with Torgerson in a closed meeting to approve the job description, to review the performance evaluations provided by all members and to offer Torgerson a salary of $45,000 for 2006 and a possible 7% more for
2007 with goals accomplished.

Council and Mayor Salaries for 2007
A spreadsheet was reviewed on some of the area Cities and what the pay is for the Mayor and council, along with how many meeting that they attend. It appeared that our members are vastly underpaid. No action was taken on the matter.

Any increase would not take place until fiscal year 2007.

Farmers Market Checking Account
If the account falls below $100 a monthly charge of $5.00 is added.

Dybing made motion for Torgerson to transfer the money to the City checking account under a special account with the City, second O’Connor, and motion carried.

Credit Card for the City
O’Connor made motion for the City to obtain a credit card authorizing Rita Peterson for the card, second Norby, motion carried.
Citizen’s Comment

Carrie Hanson asked if there was anything new on the Oxtrail matter, there was nothing new to report.

Drake at 7:15 p.m., made motion to close the meeting for Labor Negotiations, second O’Connor, and motion carried.

Closed Meeting
Mayor Steve Rahn called the meeting to order
Present: Steve Rahn, Kevin Drake, Tom Dybing, Joe O’Connor, Robert Norby, Bobbie Torgerson and Rita Peterson

Dybing made motion to reopen the regular meeting, O’Connor, motion carried.
O’Connor made motion for the increases for this year, to be 60 cents for full time employees and 40 cents for part-time employees, and an adjustment to the Street Supt position, second Dybing, motion carried. Drake- abstained
At 8:10 p.m., O’Connor made motion to adjourn, second Dybing, motion carried.
Dybing made motion to reopen the regular meeting, second O’Connor motion carried.
Dybing made motion to adjourn, second O’Connor, motion carried.
