Lanesboro City Council
Monday, January 7th, 2008
Council Chambers at 5:30 p.m.

Present: Steve Rahn, Kevin Drake, Tom Dybing and Joe O’Connor
Absent: Vince Jeannette
Visitors: Lisa Brainard and Jade Wangen

REGULAR MEETING:
The regular meeting was called to order by Mayor Steve Rahn.
The agenda was approved, with the addition of Fire rate adjustment, with a motion by O’Connor, second by Dybing, motion carried.
The minutes from the regular City Council meeting on December 17th, 2007 were approved with a change of adding Don Miller from Yaggy Colby as a visitor with a motion by Rahn, second Drake, motion carried.

PERSONS WITH BUSINESS BEFORE THE COUNCIL:
Julie Kiehne – Chamber Executive Director: Chamber Annual Report:
Kiehne distributed a hand out outlining the activities, financial statements and progress of the Chamber for 2007. Kiehne talked about the upcoming annual meeting and asked the Council members to attend if they could. She went over the events such as Garrison Keillor, the grand opening of the new Commonweal and the National Bike Tour. Kiehne also went over website usage and directory distribution. She noted that due to insurance reasons the Quadathlon for 2008 has been cancelled. She also noted that the DNR has scheduled to have the trail back up and running by mid-summer. Kiehne thanked the Council for their support with the directories.

COMMITTEE REPORTS:
EDA: Joe O’Connor – January 7th, 2008:
O’Connor reported that EDA had an overview of the upcoming business development workshop presented by Rick Segal. The EDA approved to pay $750 towards the workshop. O’Connor also noted that two persons have applied to be on the EDA Commission. Vickerman noted that currently there is only one position, but also stated that Deb Fogel has closed her business and has taken a job out of town, which may hinder her ability to attend meetings and qualify to be on the EDA. O’Connor made motion to table the request until the City Administrator can speak with Deb Fogel, second Dybing, motion carried. O’Connor stated that the EDA also discussed the possibility of an Assisted Living facility. O’Connor asked for the Council’s support to pursue an Assisted Living facility option. Dybing made a motion to allow the EDA to pursue this option, second Drake, motion carried.

 

HOUSEKEEPING:
Official Newspaper:
Rahn made motion to have the Fillmore County Journal as the Legal Newspaper for 2008, second Drake, motion carried.
Official Depository:
Dybing made a motion to keep Associated Bank in Lanesboro as the Official Depository, second O’Connor, motion carried.
Mileage Reimbursement:
Dybing made motion to pay mileage at the IRS 2008 rate of $.505/mile, second Rahn, motion carried.
Official Check Signatures:
Drake made motion for Bobbie Vickerman or Rita Peterson to be the second signature, with Mayor Rahn being the first signature for all City related checks, second Dybing, motion carried.
Acting Mayor:
O’Connor made a motion to appoint Kevin Drake as Acting Mayor, second Dybing, motion carried.
Verification of Board Appointments:
Drake made motion to keep Council Board Appointments the same as 2007, second O’Connor, motion carried.
Meeting Schedule:
Dybing made a motion to approve the meeting schedule, second Drake, motion carried.
Ambulance Rates:
Vickerman made a recommendation for the Council to increase the Ambulance rates to at least the Medicare rates. Rahn made motion to increase the ambulance rates to $500/call, $9.50/loaded mile and $150 for no transport. An ambulance shed location was also discussed, Vickerman noted that there was an ambulance meeting coming up, for which the ambulance crew could make recommendations.
Fire Relief Gambling:
O’Connor made motion for a resolution to allow the Lanesboro Fire Relief to have lawful gambling at the Parkway Pub and the Root River Saloon.
Fire Relief Audit Proposals:
Drake made a motion to accept the low bid from Allen Anderson for the Fire Relief Audit, second Dybing, motion carried.
Minutes Corrections:
Rahn made motion for Vickerman to correct the minutes since October 6th to reflect the administrator’s last name change, second O’Connor, motion carried.
Lease Contracts for Museum and Chamber:
Vickerman noted that both entities are requesting new contracts. She stated that the Museum is requesting to use the entire basement of the museum and are willing to pay for the downstairs utilities as well, since they currently pay the rest of the building. Vickerman noted that the Chamber pays $500/year for utilities, but has mentioned to the Chamber Director that the City may have to look into them paying their own utilities, since currently the Park budget is paying those bills and $500 does not cover the heat and electric. O’Connor made motion to have Manion update the contracts and to have the Chamber pay $750 in utilities for 2008 and to discuss paying the complete bills in 2009, second Drake, motion carried.
Fire Rates:
Rahn made motion to increase the Fire rates for 2008 up to $300/hr to keep in line with the Tri-County Firefighters agreement, second Drake, motion carried.
Public Hearing and Assessment Policy:
Vickerman noted that she is requesting a public hearing to be called for the second meeting in February to adopt the assessment policy and also to have the public hearing for sidewalk and street paving assessments. Dybing made motion to call a public hearing for the assessment policy and the 2007 assessments for the 2nd meeting in February, second O’Connor, motion carried. Drake made a motion to have the City Attorney and the City Administrator pursue legal actions to collect on past due water, sewer and electric bills, second Dybing, motion carried.
