Lanesboro City Council
January 17th, 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Kevin Drake, Tom Dybing, Robert Norby and Joe O’Connor
Visitors: Julie Kiehne, Jan Meyer, Wanda Hanson and Tom Manion

Mayor Rahn called the meeting to order.
Additions to the agenda included naming the street to the Power Plant. O’Connor made motion to approve the amended agenda, second Drake, motion carried.
The minutes from the January 3rd meeting were approved with a motion from Norby, second O’Connor, motion carried.

Persons with businesses before the Council
Julie Kiehne- Overview for 2005 for the Chamber
Kiehne thanked the City and Public Utilities for the donation given toward the new brochures. They had 10,000 more made this year, bringing the total up to 35,000.
Some of the highlights included Lanesboro designated a “Governor’s Fit City”, being featuring in Midwest Living Magazine, along with being in USA Today.
Visitors Center highlights included transitioning from the Experience Work Program to hiring 3 part-time employees, along with remodeling the interior, installing new technology and extending the Centers hours.
Everyone was encouraged to attend the Annual Meeting being held, January 23rd.
Kiehne requested to light up the sidewalks on Feb.3rd, 4th, 11th.
Dybing made motion to allow the lighting of sidewalks on those dates, second Drake, motion carried.

Committee Reports
Library- Dybing- January
Dybing reported that a thank you from the library was sent to Commissioner Duane Bakke, due to the motion by the County for the Library to receive full County Funds for 2006.
The school has now been linked to the Library web-site.
Looking for a new member to serve on the Library Board, a notice will be put in the paper. Reminded everyone of the upcoming event of the World War I series to be taking place for 6 Sundays starting February 12th, at the kick-off meeting they will be renaming the Community Center.

Housekeeping
Paying of the Bills
O’Connor made motion to pay the bills, second Dybing, motion carried.
Treasurer’s Report
Torgerson reviewed the report; it was about the same as last year.
Torgerson requested to go to Schmidt Goodman Warehouse Sale. Rahn made motion to have her go and check on some needed things, second Norby. Motion carried.

Biel/Bifulk Sewer Line
Public utilities recommended that they hook up there own system.
Richard Nethercutt advised the City to simply amend its ordinance to provide specifically that cross-connections or secondary connections are prohibited.
Manion went over the time frame that should be given.
Council directed Manion and Torgerson on getting a more updated and formal document for the next meeting.
It was suggested to notify the parties on this matter.

Zenith Road- Holt Township
Tom Dybing attended the Holt Township meeting with the concerns about the city servicing the road. City has been maintaining the road to the Y. At this time the City would like to see more than just a verbal understanding with them, with the possibility of just plowing the road.
A formal letter will be put together and sent to the Township.

Fire Department Renewal of Gambling License
O’Connor made motion to renew the Gambling License for the Fire Department, second Norby, motion carried.

Mailing Machine
O’Connor made motion to allow a 12-24 month lease for the machine, second Norby, motion carried.
Currently there is not a bulk stamp so they are paying full price per mailing, this will help with the 4 yearly mailings and monthly billings. The Utilities will benefit probably even more, and will be discussing it at their meeting along with sharing the cost.

Football Team Potluck- Jan 22
A key to the City will be presented to them at the potluck at the community Center on Jan 22nd.

Fit City Plaque Presentation
On January 30th two commissioners: Mandernac, Commissioner of House and Ingison, Commissioner of Health will be presenting the Mayor the Plaque for being a Governor’s Fit City.

Citizens Concerns
None

Naming of Street by Power Plant
Rahn made motion to name the street by the Power Plant Mill Pond Road, second Norby, and motion carried.

With no further business at 6:30 p.m., Norby made motion to adjourn, second Dybing, motion carried.
