Lanesboro City Council
Tuesday, February 5th, 2007
Council Chambers: 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Vince Jeannette, Joe O’Connor and Kevin Drake
Absent: None
Visitors: Carla Noack, Dave Harrenstein, John Torgrimson, Dan Goodsell, Mark Goskeson, Lisa Brainard, and Margo Underwood

Meeting was called to order By Mayor Rahn.

Agenda
O’Connor made motion to approve the amended agenda with the additions of approval of junk letters to be sent out and Lion’s temporary gambling permit, second Jeannette, motion carried.

Minutes
The minutes from the January 16th meeting were approved with a motion from Drake, second Dybing, motion carried.

Persons with business before the Council
Waste Management Garbage Contract- Margo Underwood
Underwood, community relations for WMI addressed the council going over the new proposed contract for the City. Underwood stated that the new contract will run for five years, starting April 1, 2007. The contract is based upon the old contract and not much has changed.
The rates have not been increased since 2001, and there would be no increase in the base rate for the new contract either.
The contract included a fuel surcharge; it would be implemented if diesel fuel rises above $3.00 a gallon. The breakdown of how that surcharge would work was enclosed in the new contract.
Torgerson asked about working with the City to help coordinate an annual clean-up day, where appliances and items that can not be thrown in the garbage can be disposed of. Goodsell stated that they would be happy to set a roll-off box and help run it; the City would just need to schedule it.
Drake asked about the use of heavy trucks in the alleys and streets breaking up them up. Goodsell commented the trucks have three axles to spread the weight, noting no matter whose trucks they are or what size they are, they all do damage. He also mentioned that they will try to do the alleys first so that the load will be lighter.
Drake made motion to approve the contract agreement after one language change that was suggested by the attorney, second Jeannette, motion carried.
Comprehensive Planning- Survey- Carla Noack
The survey results were passed out and Noack credited Ben Duven, intern from Luther College for his work in compiling the survey.
Noack will be hosting a meeting to look at the future of housing in Lanesboro and that will be held Tuesday, Feb.13th at the Sylvan Manor. This meeting will be officially posted.
A meeting on economic development will be held Wednesday, March 14th and a meeting on land issues will be held April 17th, locations and times will be presented at a later time.

Committee Reports
Public Utilities-Drake
Drake reported the meeting was a short one.
Dan Anderson, Church Hill Properties, inquired about having them move a pole on the property, he was invited to the Joint Meeting on February 20th to discuss the issue.
EDA-O’Connor
The Comprehensive plan information was also presented to the EDA.
The EDA set priorities for 2007 which involved the following: finishing the comprehensive plan, working more closely with Fillmore County EDA and Southeastern MN.Development to recruit new and needed businesses, along with working with the Chamber of Commerce to promote shopping locally.
O’Connor recommended that the Council extend Ben Duven’s, the intern from Luther College, time here to help with the codification of ordinances. O’Connor made motion to approve Duven for up to 100 more hours, working with Manion on the codification of ordinances, second Dybing, motion carried.

Housekeeping
Church Hill Coop, LTD request for TIF agreement
It was noted that the letter was accepted by the City to enter into a development agreement for a TIF for the Church Hill Cooperative, Anderson is responsible for the writing of the development agreement.
Lot Split- Randy Reynolds/GGG Request for 60 day extension
Dybing made motion to grant the 60 day extension based on zoning requirements and so tht the parties have time to work on some items with the attorneys, second Drake, motion carried.
Library Board Members Approval
Drake made motion to appoint to the board David Hennesy and Brenda Semmens, second Rahn, motion carried.
Lion’s Club Raffle
Drake made motion for a one-day gambling permit for a raffle on June 30th, 2007, second Jeannette, motion carried.

With no further business at 6:20, Drake made motion to adjourn, second Jeannette, motion carried.
