Lanesboro City Council
February 6th, 2006, 5:30 p.m.
Council chambers

Present: Kevin Drake, Tom Dybing, Joe O’Connor and Robert Norby
Absent: Steve Rahn
Visitors: Wanda Hanson, Karl Knutson, Tom Manion, Peggy Hanson, Sara Austin and Carla Noack

The meeting was called to order by Acting Mayor Kevin Drake.
Changes to the agenda included removing Christmas Lights and adding update from Carla Noack and Ambulance EMT’s.
O’Connor made motion to approve the agenda as modified, second Dybing, motion carried.
The minutes from the January 17th meeting were approved with a motion from Dybing, second O’Connor, motion carried.

Persons with business before the council
Peggy Hanson- Farmers Market
Hanson thanked the Council and City staff for their ongoing support. This is the 4th year of operation for the market.
The committee is asking approval for the following recommendations:
Appoint Jerilyn Eddy as Market Manager and Sara Austin, Jerilyn Eddy and Peggy Hanson to the Marker Advisory committee.
Amend the current rules as suggested and set fees for 2006 as follows: $25 for the season, $5 daily fee and $5 application fee for each vendor.
O’Connor made motion to approve the recommendations of the committee, second, Dybing, motion carried.
Carla Noack- Update of the Comprehensive Plan
Noack presented her plan for developing a new comprehensive plan and codification of ordinances. She said she plans on regularly giving the council “chunks” of the plan to consider, to read and act on each month. The main communication tool to be used will be the City’s newly designed web page, which should be up and running by April.
She stressed that the public input will be the single most important part of the process
Committee Reports
Public Utilities- Drake
Met on January 17th and finalized the Green Power and CIP pamphlets.
EDA- O’Connor
Carla Noack and Dave Herrenstein gave an update on the comprehensive plan and web-site.
Official status on the Church Hill Property will be worked on by Torgerson.
Housekeeping
Audit Report
Appears the PU is showing a net income of $3,000 for year end.
City also did well, and after the audit is complete Torgerson would like to have some funds transferred to get rid of old negative balances.
Lloyd Johnson will be giving a complete report when finished.
Sewer Ordinance- MN. Basic Code – Clarifications and Ordinance
The City is working toward adopting the Minnesota Basic Code, at this time are only using it to fit the City’s ordinances into it until final adoption.
O’Connor made motion to amend paragraph 51.018 to say:
The owners of all house, buildings or properties used for human occupancy, employment, recreation or other purposes from which wastewater is discharged, and which is situated within the city and adjacent to any street, alley or right-of-way in which there is now located, or may in the future be located a public sanitary sewer of the city shall be required at the owners expense to install a separate and independent connection to the public sewer with connect to be in said street , alley or right-of-way, in accordance with provisions of this code within 30 days of the date the public sewer is operational, and adopt paragraphs 51.018 and 51.019, second Norby, motion carried.
Reminder of WWI series
Starts Sunday February 12th, and will be a ceremony for which the Council will officially be renaming the Community Center.
Fit City Plaque
The City will be given the plaque on February 28th at 1:30 p.m.
Lamon- State Request Right- of- Way
Needs to have a resolution from the City asking for the Right-of- Way to the end of Parkway/250 to be 30 ft. rather than 45 and ending at the corner. Dybing made motion as stated with second from Norby, motion carried.
EMT Training
O’Connor made motion to approve new recruit training in Rushford for any interested individuals, second Dybing, motion carried.
Citizens Comments-none
With no further business at 6 30 p.m., Dybing made motion to adjourn, second O’Connor, motion carried.
