Lanesboro City Council
Tuesday, February 21, 2006
Council chambers, 6:30 p.m.

Present: Steve Rahn, Kevin Drake, Tom Dybing and Robert Norby
Absent: Joe O’Connor
Visitors: Wanda Hanson, Hal Cropp, Kelley Adlesman, Carla Noack, Celeste Birkland, Drue Fergison and Tom Manion

The meeting was called to order by Mayor Steve Rahn.

Amendments to the agenda included removing the Christmas lights and adding Drue Fergison, Ambulance County Subsidy and talking about lap top computer and carpeting.
The agenda was than approved with a motion from Dybing, second Norby, and motion carried.

The minutes from the February 6th meeting were approved with a motion from Drake, second Dybing, motion carried.

Persons with business before the council
Drue Fergison- Librarian
Fergison thanked the Council and Torgerson for their participation in the kick-off and dedication of the Community Memorial Center, it was well attended.

Hal Cropp-Commonweal Theatre
Cropp was excited to report that 2 million dollars has been raised for the new construction of the theatre.
The board has voted to proceed with the 3.1 million dollar project. They will continue to fund raise and construction will begin as early as sometime in March.
Cropp asked the council to consider expediting the transfer of the property once the March payment is made.
Mike Bubany is working on the bonding and more details will be presented at a future meeting.
Tom Manion assured the council there should be no problem getting the deed signed.
Motion from Norby to move forward to get clear and complete title for the building, second Dybing, motion carried.

Committee Reports
Library- Dybing
The World War I series has been well attended.
Reminder of the book discussion to be held March 7th,”The Great Influenza” by John Barry will be discussed, along with copies available for purchase.
Housekeeping

Paying of the Bills
Norby made motion to pay the bills as presented, second Dybing, motion carried.

Administrators Report
Torgerson reported than when the final numbers are in for 2005, transferring funds will be done to get rid of the negative balances in some accounts.
Fit City

Reminder of the presentation of the “Fit City” Plaque on Feb. 28th at 1:30 p.m. at the Community Memorial Center.

Ambulance Subsidy
Drake made motion to approve the agreement with the County for $4,500 for ambulance subsidy for 2006, second Dybing, and motion carried.

Carpet replacement for Office
Dybing moved to approve replacement of carpeting for the City Office with Torgerson either accepting bids or going out for more bids if necessary, second Norby, motion carried.

Computer Replacement
Torgerson asked to move forward in researching for a lap top computer for herself, and would give desk top computer to the Public Utilities. She will get some prices and bring back to the council at a later date.

With no further business at 6:05, Norby made motion to adjourn, second Dybing, motion carried.
