Lanesboro City Council
Monday, March 3rd, 2008
Council Chambers at 5:30 p.m.

Present: Steve Rahn, Kevin Drake, Tom Dybing and Vince Jeannette
Absent: O’Connor
Visitors: Jade Wangen, Lisa Brainard, Ross Trauterschaude and Mary Peterson

REGULAR MEETING:
The regular meeting was called to order by Mayor Steve Rahn.
The agenda was approved, with the change of moving Mr. Trauterschaude to Persons before the Council, with a motion by Drake, second by Dybing, motion carried.
The minutes from the joint Utilities/Council meeting on February 19th, were approved with a motion by Drake, second Dybing, motion carried.

PERSONS WITH BUSINESS BEFORE THE COUNCIL:
Ross Trauterschaude: Spoiled Rotten Animal Supply Store – Sign Permit
Trauterschaude asked to put signage in the window fronts of the “Downhome” store front for his new business “Spoiled Rotten”. Vickerman noted that this is in the Historic District and that the HPC would normally approve these types of signs, but since the HPC is not active the Council would have to follow through with this request. Trautershcaude handed out an example of the lettering he would like to put in his windows. Drake made motion to approve the signage as requested, second Dybing, motion carried.

COMMITTEE REPORTS:
N/A

HOUSEKEEPING:
Ambulance Reimbursements: Vickerman explained the list of reimbursements for trainings and the expense sheet for Lee Peterson. Dybing made a motion to pay all of the training reimbursements and Lee Peterson’s Expenses, second Jeannette, motion carried. Rahn abstained due to his name being on the list.
Local Sales Tax: Dybing noted that Tschumper had presented the Lanesboro Local Sales Tax initially on Wednesday. From there it would go before the Tax Committee. Dybing noted that he would go and testify at the Tax Committee hearing if the Lanesboro Local Sales Tax was presented. Rahn made motion to pay all of Dybing’s expenses in relation to the local sales tax, second Jeannette, motion carried.
House Bonding Bill - Bathhouse: Vickerman explained that Tschumper had contacted her about possible bathhouse upgrades. He asked for figures to update or renovate the bathhouse for handicap accessibility. Vickerman gave Tschumper figures that he planned to use in his bonding bill. Tschumper also noted to Vickerman that if his bonding bill did not go through that there are some handicap funds that the bathhouse may qualify for.

 

Banyon Software: Vickerman noted that she had received a response from O’Connor noting the possibilities of outsourcing billing and payroll, rather than purchasing new software. Vickerman noted that she did not feel comfortable discussing the software without O’Connor being present due to the concerns that have been presented. She noted that the Utility Commission will be discussing the software on the 18th of March so she will have the software on the agenda for the first meeting in April.
Timeline for Capital Improvement Projects: Vickerman asked for assistance from the Council as far as determining which projects should be completed first and whether we should bid each project separately or bid them together. Mayor Rahn noted that he felt that the Fire Hall Roof and the Community Center roofs should be bid immediately with a bid of metal vs. shingles. He was also wondering as to whether the Electric Plant would need some roofing as well. The other high priority would be the HVAC for the Community Center. Mayor Rahn noted that he or another Council member could assist Vickerman with the bid sheets for each project, with the assistance of the engineer.
Ambulance County Contract:
Drake made motion to approve the yearly contract with the County for Ambulance service at reimbursement of $4,500, second Jeannette, motion carried.
Hazard Mitigation: Vickerman updated the Council about being on the Hazard Mitigation Planning Team and the process they are going through. The County should have a completed plan by the Fall of 2008. Each City is required to have a plan as well.
Tschumper/Ropes Community Meeting: Vickerman noted that the Chamber is hosting a round table discussion with Tschumper and Ropes on Saturday, March 15th starting at 10am.

Citizens Comments: There were no citizen’s comments.
