Lanesboro City Council
Monday, March 5, 2007
Council Chambers, 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Joe O’Connor, Kevin Drake and Vince Jeannette
Visitors: Lisa Brainard, Wanda Hanson, Matt Schultz, Rick Daley and Tom Manion
Absent: Bobbie Torgerson

The meeting was called to order by Mayor Steve Rahn.

O’Connor made motion to approve the agenda after one addition of a Library request, second Jeannette motion carried.
The minutes from the Joint Meeting on February 20th were approved with a motion from Drake, second Dybing, motion carried.

Council complimented the City workers for the great job of snow removal during the last two snow storms.

Committee Reports
EDA- O’Connor- March 5th
Most of the discussion at their meeting was on the Comprehensive Planning and the upcoming EDA meeting that will be held March 14th.

Housekeeping
Snow Removal Policies
Schultz and Daley talked with the council on different options that they could use for snow removal.
One suggestion made was alternate parking; Schultz commented that some Cities even have no parking on the streets when snow is to be removed.
Dybing suggested to first clear the Bass Pond Parking lot so cars could be moved there during snow removal.
Suggestion came from Manion to give notice of a snow emergency on one radio station.
O’Connor stated that we need to get some feed back from residents, along with working with the Chamber on this matter.
Rahn said that hopefully all the storms are over for this year, but an ordinance will have to be in place by next snow season.
Local Sales Tax
Torgerson sent emails to both Sen. Ropes and Rep. Tschumper requesting to meet with them about our local tax, and has not heard back so far.
Hopefully they can address this when they come to town on the 10th.
City Wide Clean Up
A group has been working with Eagle Bluff to support a Green Day, on April 28th; this day will have all sorts of events, and one being a tour of the PU Plant along with the usual City Wide clean up.
City Office Policies for Closure
Torgerson had stated she had some concerns about closing the City Office during the recent snow storms, after one resident was in and stated that the City workers should live in town.
She also stated that this would support Rita and herself so that they would not feel pressure to make it in, whether it is due to snow, illness or other issues.
Dybing stated that we definitely do not want to put employees in harms way.
It was decided a policy was not needed at this time and closure can be made by the City Administrator.
Library Funding Negotiation Committee
The library requested that they need a person to be on the committee, which should be wrapped up in May and require only a few meetings.
Dybing and Jeannette will work together on this.

With no further businesses at 6:00 p. m., Jeannette made motion to adjourn, second Drake, motion carried.
