Lanesboro City Council
Monday, March 6, 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Joe O’Connor, Kevin Drake, Tom Dybing and Robert Norby
Visitors: Wanda Hanson, Jan Meyer, Hal Cropp, Mike Bubany, Kim Benson, Carla Noack, Dave Harrenstein and Tom Manion

Mayor Steve Rahn called the meeting to order.
Additions to the agenda included depot bathrooms and Ox Trail Road meeting. Norby made motion to approve the amended agenda, second Dybing, motion carried.
The minutes from the February 21st meeting were approved with a motion from Dybing, after a correction on the names from a motion, second Drake, motion carried.

Persons with business before the Council
Hal Cropp, Commonweal Theater and Mike Bubany, David Drown & Associates
Bubany spoke on behalf of the Commonweal’s new construction. He asked for the City’s stamp of approval. Commonweal is a tax-exempt organization; they may borrow funds tax exempt providing a local government approves the plan after a public hearing. Bubany assured the council the city would not be responsible in any way for the borrowing and it would not affect the City’s financial position or credit. All expenses occurred will be paid by Commonweal.
O’Connor made motion to make a resolution to hold a Public Hearing on the bonding issues on April 3rd, second Norby, motion carried.

Committee Reports
Planning and Zoning-Dybing
Kim Benson Subdivision
The covenants for the Benson subdivision had been reviewed by them and they have a recommendation for approval to the Council.
There will be only five homes in the division so a public hearing is not required, only council approval.
The declaration was discussed and approved with motion from O’Connor that would include a Section 19 banning outdoor stoves, and a memorandum about road development attached to the covenant document that will be recorded to the county, which Manion and Torgerson will work on, second Norby, motion carried.
O’Connor made motion to approve the Convenant and Subdivision for Kim Benson, second Dybing, and motion carried.

Public Utilities-Drake
Tri-County is doing the line up-grade on Ridgeview.

EDA- O’Connor
There will be an open meeting on March 30th with Carla Noack to address priorities of land use, economic development and housing.
O’Connor reported that the proposed Church Hill Development will no longer happen, that they have defaulted.
Dybing made motion to approve an application for a Town Meeting Initiate Program Grant for SMIF (Southern Minnesota Initiate Foundation), second Norby, and motion carried.

Housekeeping
County Road Bridge Construction
The construction is scheduled to start April 3rd and to be completed by Memorial Day weekend.
Minnowa Construction was the sole bidder with a bid of $474,808. The City’s portion is $81,715. A grant from the DNR will cover the City’s share.
O’Connor made motion to accept the bid contingent on receiving the signed contract from the DNR in front of us with the grant money available, second Dybing, motion carried.

Laptop
Torgerson had 2 bids for computers.
O’Connor made motion fro her to purchase the HPC Notebook for $1,698, second Drake, motion carried.

Bathrooms at the Depot
Drake requested to have the public restrooms open at least on the weekends.

Ox-trail Road
There will be a meeting on Wednesday at 2:00 with John Grindland. The City will be represented by Mayor Rahn and Torgerson.
Citizens Comments- None

Dave Harrenstein-Meeting
A public meeting will be held on Saturday April 8th at 10 a.m. for ideas for future use of the St Mane Building once the Commonweal no longer uses the building.

With no further business at 6:30, p.m., Norby made motion to adjourn, second O’Connor, motion carried.
