Lanesboro City Council
Monday, March 19th, 2007
Council chambers: 5:30 p.m.

Present: Steve Rahn, Kevin Drake, Tom Dybing, Vince Jeannette and Joe O’Connor
Visitors: Lisa Brainard, Wanda Hanson, Dave Harrenstein, Julie Kiehne, Carla Noack and Tom Manion

The meeting was called to order by Mayor Rahn.
Changes to the agenda are to remove Mark Welch and add to housekeeping update on TMI meeting.
The amended agenda was approved with a motion from Dybing, second O’Connor, motion carried.
The minutes from the March 5th were approved with a motion from Drake, second O’Connor, motion carried.

Persons with business before the Council

Julie Kiehne & David Harrenstein: Garrison Keillor Event
Prairie Home Companion Show will be coming to Lanesboro on June 1st and 2nd to broadcast a live radio show.
“This will be a big deal for Lanesboro, once again put us on the map” said Harrenstein.
He requested some things for the council to approve:
Using the softball field.
Having the City to officially sponsor the event under their insurance.
Using Coffee Street Bridge for golf carts and light vehicles to set up the show.
Having an ambulance on site.
Allowing concessions stands and temporary liquor licenses.
Possibly having a concert at the Rhubarb Fest the next day.
Jeannette made motion to step forward with the project, second, O’Connor, motion carried.

Carla Noack-Comprehensive Plan EDA Meeting Overview
Noack reported that the March 14th meeting was well attended.
There were three focuses; 1) to maintain, enhance and promote Lanesboro quality of life, 2)strengthen & sustain existing businesses, and 3) support the development of new businesses.
The group wanted to focus on home-based businesses, along with working on getting a hardware, variety and drug store.
The third and final meeting will be in April.

Committee Reports

Park Board-Rahn
The board approved the request to remove the fence at the softball field for the Prairie Home Companion Show.

The library maintance was discussed.

Housekeeping

Paying of the Bills
O’Connor made motion to pay the presented bills, second Dybing, motion carried.

Administrator's Report
Torgerson reported that the audits were completed, and that they went well.
The City appears to be $53,000 under budget overall, Fire and Ambulance are under budget and the Park shows a negative amount.
Torgerson also noted that P.U. has a net gain of over $40,000.
Local City Tax
Torgerson reported that she sent a request to State Legislators on the local half percent local tax.

All- Hazard Preparedness Meeting
Meeting will be held on March 22nd at the Community Center at 1:00 p.m.

Safety & Loss Control Workshop
The workshop will be held in Rochester on April 5th.

Rahn made motion to approve at least one person to attend the workshop, second Drake, motion carried.

Board of Appeals

Board of Appeals & Equalization will be at the beginning of the City Council on April 16th.

City Wide Clean –up Date- April 28th
Clean up time will start at 8:00 am.
Also that day Eagle Bluff will feature an Earth Day Fair.
City events will consist of a tour of the light plant, demonstration of the water wheel; information on Green Power, along with free light bulbs to residents will be distributed.
The Lions will be cleaning up the area on County Road 8, and north on highway 250.
Waste management will have a free drop off for the month of April for appliances.

Snow Emergencies/Snow Removal Policies- Comments from the Public
Ideas, feed back and comments were reviewed, will be working to get them in place.

TMI Meeting
Over the next 3-4 months the TMI group Pal will be working on what to do with the grant money.

The community is invited to attend the first meeting on April 23, at 7 p.m. at the Community Center.

With no further business at 6:15 p.m., O’Connor made motion to adjourn, second Dybing, motion carried.
