Lanesboro City Council/Lanesboro Public Utilities
Joint Meeting and Board of Review
Monday, April 17th, 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Robert Norby, Dennis Schuck and Joe O’Connor
Absent: Kevin Drake and Gerry Evenson
Visitors: Wanda Hanson, Jerry Haugen, Carla Noack, Tom Manion, Dan Anderson, Hal Cropp, Mike Bubany, Dave Kiehne, Bob Pickett, Jeff Jansen and Randy Caldwell

The Board of Review Meeting was called to order by Mayor Rahn.
This time was open to the public for any questions regarding their property assessments or values.
Dave Kiehne informed the council that Lanesboro residential property saw a little over eight percent increase.
Square footage valuation of homes went from $70 to $75 per square foot: valuation of lots rose from $2 to $2.25.
With no one in attendance, Dybing made motion to adjourn with subject to reopen if someone comes within the next 20 minutes, second O’Connor, motion carried.

Mayor Rahn called Council Meeting to order, due to lack of quorum of the Public Utilities.
Additions to the agenda included garbage can placement, Turkey Federation Permit, Junk Ordinance, Trail issues and Jerry Haugen.
The amended agenda was approved with a motion from O’Connor, second Dybing, motion carried.

Persons with business before the Council
Hal Cropp/ Mike Bubany- Commonweal Resolution
Bubany explained the City would be provided with copies of the documents of the Loan agreement, Pledge Agreement and Mortgage. The City is protected against all liability issues and their is no cost to the City.
O’Connor made motion for the RESOLUTION APPROVING THE ISSUANCE OF THE $1,200,000 COMMERIAL FACILITY REVENUE NOTE, SERIES 2006, AUTHORIZING THE EXECUTION OF DOCUMENTS RELATING THERETO (COMMONWEAL THEATRE COMPANY PROJECT), pending review by City Attorney, second Norby, and motion carried.
Capital Planning Meeting
Mike Bubany will be meeting with both City and Public Utilities on Tuesday May 16th at 6 p.m., on Capital Planning.
Jeff Jansen- UMS- Utility Management Services-UMMPA
Jansen’s advice to the City was to keep all their options open and if interested in joining UMMPA, Lanesboro needs to get involved. He believes UMMPA can help with strategic and business planning.
UMS goals are to develop and provide services that assist publicity owned utilities to stay competitive and enhance customer services.
Torgerson explained that the City has an agreement with Dairyland, but appears in the future will need to alter themselves for better votes with joint purchasing.
UMMPA should be able to negotiate better rates.
With no quorum from the Public Utilities nothing was decided on. The P.U. can join UMMPA itself.
Committee Reports
Library-April 10th- Dybing
Finalized the reviews from the World War I series which was very successful.
Changed the policy for computer and internet use.
EDA-April 10th- O’Connor
ACE communication will be running fiber optics for digital cable use. They plan an upgrade for the equipment in downtown building.
There will be a wireless beta test in Rushford and will later be shared with other towns including Lanesboro.
They plan on coming to the council to negotiate franchise fees in the near future.
Park- April 17th- Rahn
Jody Ruen had some concerns on the safety of some of the playground equipment. She would like to see some equipment for toddlers also, looking into possibilty getting some donations for them.
Will place a garbage can by Stone Mill Suites.
Community Clean up will be on April 29th.
A bench will be placed by the flag poles in memory of Bill Sermeus from a donation from Mimi Abell.
Housekeeping
Paying of City Bills
O’Connor made motion to pay the bills as presented, second, Norby, motion carried.
Treasurer’s Report
O’Connor made motion to accept the report that was presented by Torgerson, second Dybing, and motion carried.
Church Hill Properties
Norby made motion to accept the letter from North Country Cooperative Development terminating the agreement and requesting any excess funds from that account be returned to them , second Dybing, motion carried.
301 Hillcrest Properties
Planning and Zoning recommended to sell the property with bids for the use of property, duration for development and price as the contents for bids.
O’Connor made motion for City Attorney to draft a Request for Proposal and present it to the City Council for review, second Dybing, motion carried.
Turkey Federation Permit
O’Connor made motion to approve the permit for them, second Norby, motion carried.
Garbage Container
O’Connor made motion to move a container or purchase one to place in front of Stone Mill Suites, second Norby, motion carried.
Jerry Haugen- Water Heater replacement
Haugen presented a bill for a water heater that sprung a leak, after which he believes accrued due to the flushing of the hydrants in town.
Dybing made motion for Public Utilities to make this decision and noted that they should look at the life expectancy of a water heater when making any decisions, second O’Connor, motion carried.
New Hook Ups
New hooks are $750.00 each. This will be moved to Utility Meeting.
Junk Ordinance
Torgerson asked council to review the ordinance and will have further discussion at the May meeting.
Trail Issue- Change order
Minnowa bid was an additional $17,240 to finish the trail; this would expand above the $95,000 grant the bridge committee wishes to use their checking funds to cover the difference.
Norby made motion to approve the change order for the completion of the bridge using funds from the Coffee Street Bridge Enhancement Committee, second Dybing, and motion carried.
Scanlan House Sidewalks
Kirsten Mensink is asking that the City reimburse her contractor the cost for which the city would have paid the contractor for the original sidewalk had it been replaced.
Also asked if she could have some colored sidewalks to match her driveway.
O’Connor made motion to table the matter until the full ordinances are available and reviewed, second Dybing, motion carried.
DOT Mandatory Supervisor Training
Rahn made motion for Jerod Wagner to attend the training in Decorah, second Norby, and motion carried.

With no further business at 7:12 p.m., O’Connor made motion to adjourn, second Norby, motion carried.
