Lanesboro City Council
Monday, June 5th, 2006
Council chambers, 5:30 pm

Present: Steve Rahn, Robert Norby and Kevin Drake
Absent: Tom Dybing and Joe O’Connor
Visiors: Jan Meyer, Wanda Hanson, Andy Drake and Nancy Huisenga

Mayor Rahn called the meeting to order.

Additions to the agenda included, bids on the lot, approve resignation of Marlin Miner and Nancy Huisenga request for a block party.
Norby made motion to approve the amended agenda, second Drake, motion carried.
The minutes from the May 16th meeting were approved with a motion from Norby, second Drake, motion carried.
The minutes from the Joint Meeting on May 16th were approved with a motion from Norby, second Drake, motion carried.

Persons with business before the council
Nancy Huisenga- Block Party
Huisenga asked if they could block off Fillmore Ave between Sheridan and Whittier for a July 4th Block Party, for about 3-4 hours.
Norby made motion to approve the request, second Drake, motion carried.
She will contact the City for barricades for this.
Bryce Dawson- Car Show for Buffalo Bill Days
Drake made motion to approve the request to close the street by the school, the same as last year, second Norby, motion carried.
Dawson was not present at the meeting.
Committee Reports
Park Board- Rahn
Andy Bunge will do the matching donation to the Park again for up to $500.
Year to end financials were discussed.
Approval was made for memorial benches.
Discussion on water quality at the Rain Garden, plan to plant some grass seed in that area.
Planning & Zoning-Torgerson
Talked about Lea Kimball’s building permit, along with approving some others.
Home occupation was discussed.
Public Utilities Joint-Drake
Lloyd Johnson reported on the audits.
Mike Bubany talked on Capital planning.
Housekeeping
Tram Sponsorship-City
Rahn made motion to approve the City for sponsorship, second Norby, motion carried.
Asphalt Bids
There were 2 bids, one from Dunn Blacktop and the other Fred Carlson Co.
Drake made motion to go with Fred Carlson Option #3 & #4, second Norby, motion carried.
Street Naming
Ace Telephone and emergency services need physical address for some of the residents.
Mortimers, Hampel and Rob Wagner are Township.
Thomas & Pat Heath- Hidden Valley Drive
Orval Amdahl- Cedar Cliff Drive
David Olson- Rivers Edge Drive
Mary Jo Wagner-Bluff View Drive
School Bus Garage- 200 W. Pleasant West
Egge Farm- North Street Drive
Dunn’s and Darling’s- Oak Drive
Drake made motion to approve the addresses as listed, second Norby, motion carried.
Health & Dental Insurance
Decided to stay with Health Partners again this year, the rates have gone up considerably
Resignation of Library Board Member
Request for number of Board Members
Norby made motion to approve the resignation of Kelly Adelsman from the Library Board and granting the request to go from 9 member board to 7 member board, second Drake, motion carried.
July 1st Council Meeting Change
Rahn made motion to change the July 1st meeting to Wednesday July 5th due the Holiday, second Drake motion carried.
Museum Bills and Chamber Bills
Manion suggested looking over the leases.
Rahn made motion to table the matter until the next meeting after researching the leases and full council would be present, second Norby, motion carried.
Land Bids for City of Lanesboro Lot on Hillcrest
1) John Dollar-$6,801- Residential home within the next 2-3 years.
2) Ron Schultz-$20,000- Twin home design for 2 single family residents.
3) Jon Willford-$31,500- At present time maintain as green space. In future would add to property on 304 Hillcrest which would carry into this lot. The remaining portion of the lot would be end up to be a spec house.
Motion was made by Norby, to table the matter until there is a full council, second Rahn, motion carried.
Resignation Letter
Drake made motion to accept the resignation of Marlin Miner on the Planning & Zoning Committee and Historic Preservation Commission, second Norby, motion carried.
A thank you will be sent to Miner for his 8 ½ years of service.

With no further business, at 6:25 pm, Drake made motion to adjourn, second Norby, motion carried.
