Emergency Meeting Called by Mayor Steve Rahn
Meeting Minutes
June 9th, 2008 @ 5:30pm

Members Present: Steve Rahn, Kevin Drake, Joe O’Connor, Tom Dybing and Vince Jeannette
Members Absent:
Guests: Deb Teske (Fillmore County Emergency Manager), Craig Strand (Minnesota Homeland Security), Andy Drake, John Torgrimson, Tom Manion, Lisa Brainard and Chief Matt Schultz

The Emergency meeting was called to order by Mayor Steve Rahn.

Mayor Rahn asked Deb Teske to speak to the Council about how to respond to the recent flooding.

Teske noted that tonight’s meeting will start the process for potential declarations by the county, state and federal governments. She stated that the City Council would need to declare a state of emergency for the City of Lanesboro.
She also noted that she and Craig Strand had concerns for the dam. She stated that various residents throughout Fillmore and Houston Counties had to sump pump their basements and that most cities had bypassed their sewer treatment plants. She stated that the City must have its figures for repair and loss of revenue to the County by Wednesday at 10am. She noted that a Presidential Federal Declaration would consist of a 75% Federal, 15% State and 10% City split for costs related to flood repairs and replacements.

O’Connor made motion to Declare the City of Lanesboro in a State of Emergency and grants Vickerman the resources necessary to get the cost estimates in place and to recover the areas effected by flooding as soon as possible with overtime preapproved, second Dybing, motion carried.
Vickerman brought up Art in the Park, since the Park was still underwater and would need to be bleached thoroughly; there would be no possibility of it being in the Park. Strand noted that for the safety of everyone the Park should not be opened for the event. Rahn made a motion for Vickerman to speak with the Art Council to seek out an alternate location for the event and for the City to assist in whatever way possible to make the event happen, second Jeannette, motion carried.

Mayor Rahn stated a thank you to all of the volunteers that have helped and to all those helping to recover from the disaster.
Jeannette made motion to adjourn the emergency meeting, second O’Connor, motion carried.
