Lanesboro City Council Regular Meeting
Monday, June 16th, 2008
Council Chambers at 5:30 p.m.

Present: Steve Rahn, Joe O’Connor, Tom Dybing and Vince Jeannette
Absent: Kevin Drake
Visitors: Andy Drake, Jade Wangen and Jan Meyer

REGULAR MEETING:
The regular meeting was called to order by Mayor Steve Rahn.
The agenda was approved, with the additions of a public hearing for conditional use permit for Slant Avenue Mercantile, a thank you letter to the police department and audit approval, and the removal of the Emergency meeting minutes, with a motion by Jeannette, second by O’Connor, motion carried.

PUBLIC HEARING FOR CONDITIONAL USE PERMIT:
Mayor Rahn Called the Public Hearing to Order:
Vickerman explained that all of the legal notices went out in the newspapers and all neighbors were contacted about the Slant Avenue Mercantile business. Patrick Danz asked to operate a business out of the bottom portion of his building, to do so he had to apply for a conditional use permit. Based on the planning and zoning ordinance, properties in the R-3 zoning require a conditional use for retail businesses. No property owners had any comment, except positive ones, for the new business. Jeannette made motion to approve the conditional use permit, second Dybing, motion carried.
Adjourn Public Hearing
O’Connor made motion to adjourn public hearing, second Jeannette, motion carried.

REGULAR MEETING (CONT.):
Mayor Rahn reopened the regular meeting:
The minutes from the Regular Meeting on June 2nd, 2008, were approved with a motion by Jeannette, second O’Connor, motion carried. O’Connor noted that he would like to make a correction to the minutes that under the EDA Committee Report the group that was before the committee was the St. Mane Theatre PAL Project Team and members of the Art Council. Rahn made a motion to amend the motion to correct minutes as suggested, second Jeannette, motion carried.

PERSONS WITH BUSINESS BEFORE THE COUNCIL:
Andy Drake – Street Superintendent - Asphalt Hot Patcher:
Drake came before the Council to discuss issues with the patching that the city maintenance staff has been able to provide. Currently, the maintenance is done with cold mix, which is a temporary fix. The patching that the crew does in the Spring/Summer is torn up in the winter with the blading and snow removal. With the shape of the streets and the street repair projects being held back due to funding, Drake felt there was a more financially feasible fix. Drake noted that cold patch costs approximately $70/ton and hot mix is only $45/ton, which means it is more cost effective and more of a long-term effect to use hot mix. Drake viewed various brands of Asphalt hot patchers and found the Falcon brand to be the most reliable and cheapest option. This machine will allow staff to fix potholes, etc faster and more efficiently than before and with the use of hot mix the repairs will be more permanent. The other option noted was to be able to rent out the patcher to other cities. Drake stated he would not have a problem with that. Jeannette made motion to purchase hot patcher as presented by using the funds that Vickerman sees fit, second O’Connor, motion carried.
Drake noted on the side that as Fire Chief, he wants to say a big thank you to all of the volunteers that helped during and after the flooding. He noted that peopled just “showed up” during the sand bagging and their help was really appreciated. He also noted that there were volunteers that helped with some clean up and it was great to see the community come together.

HOUSEKEEPING:
Paying of the Bills: O’Connor made motion to pay bills as presented, second Dybing, motion carried.
Plans for Bidding for Whittier & Maple – Date for bidding: O’Connor made motion to release plans for bidding with a due date of July 17th, second Jeannette, motion carried.
Flood Update: Vickerman noted that the staff is working on clean up and also wanted to thank the volunteers. She noted that we should be finding out by the end of the week if the President declared a disaster for the area for FEMA funding.
Audit Approval: Dybing made motion to accept and approve the 2007 audit, noting an excellent presentation, second Jeannette, motion carried.
Thank You Letter to Police for Boat Rescue at HWY 250 Campground During Flooding: A letter was handed out that was sent from a woman who had been rescued by Officer Sass the night of the flooding. She stated that Sass and the other police officers were kind, courteous and knowledgeable in the situation and wished to thank them!
Citizens Comments: There were no citizen comments.
