Lanesboro City Council & Public Hearing
Monday, June 18, 2007
Council chambers, 5:30 P.M.

Present: Steve Rahn, Joe O’Connor and Vince Jeannette
Absent: Tom Dybing and Kevin Drake
Visitors: Wanda Hanson, Lisa Brainard, Peter Torkelson, Julia Borgen, Orval Amdahl, Jeff Redalen, Jon Pieper, Kitty Baker and Marvin & Carol Eggert

Mayor Rahn called the Public Hearing to order.
Mayor Rahn asked if anyone wanted to approach the council on an additional B&B room in the R-1 district.
Peter Torkleson said that he as a neighbor approved of adding one more room for lodging at the Victorian House.
O’Connor made motion to adjourn, second Jeannette, motion carried.

The regular meeting was called to order.
Additions to the agenda included the Victorian House Conditional Use Permit and Bluffside Trail project easement request.
O’Connor made motion to approve the amended agenda, second Jeannette, motion carried.
The minutes from the June 4th meeting were approved with a motion from O’Connor, second Jeannette, motion carried.
The minutes from the Special Meeting on June 11th were approved with a motion from O’Connor, second Jeannette, motion carried.

Committee Reports
Library- Jeannette

Resignation of the library director was accepted.

Persons with business before the council
Bluffside Trail Easement – Jeff Redalen

The Bluffside Trail Group is asking that the City of Lanesboro move promptly to secure a real-estate easement, from Orval and Marie Amdahl for the development of a walking path/trail. This path will run along the North side of Root River from Coffee Street Bridge to the Hwy. 250 Bridge. The group states that if the easement is obtained the group of volunteers can begin clearing brush and do minor excavation on the route of the purposed trail. This will involve land owned by the city in the area between the brush dump and the Root River and the Amdahl land at the base of the bluff.
Kitty Baker commented that this could be a plus for surrounding property owners.

Rahn questioned the insurance and liability issues, which Manion will check on. It was deceided to hold a Public Hearing on the matter so the public can voice their concerns and ask questions on the matter.
That hearing will be held before the next council meeting on July 2nd.

Housekeeping

Paying of the Bills
O’Connor made motion to pay the bills as presented, second Jeannette, motion carried.

Treasurer’s Report
Torgerson went over the revenues and expenditures.
Also said that she will be meeting with Mike Bubany from David Drown & Associates to crunch numbers to see how the city could do some of the capital projects needed without the opportunity of having a local sales tax.

Employee Resignation
The City is requesting to be a part of the hiring process in search of a library director.

O’Connor made motion to approve the resignation of the Library Director Drue Fergison and approve a search committee for a replacement for the position, second Jeannette, motion carried.

Torgerson will plan something for her years of service.

Junk Tour
After the junk tour 71 properties had been cited and code violations, letters will be sent out in the next 2 days.

A Public Hearing will be set for the July 2nd meeting, so that the residents if they choose can dispute the citations.
Rahn made motion to approve sending out the letters, along with approving a Public Hearing, second Jeannette, motion carried.

Sidewalk Replacements
Rahn made motion to approve the replacements, along with setting a Public Hearing on July 2nd, second Jeannete, motion carried.

700 Block Area Survey
O’Connor made motion to go ahead and have the survey done on the 700 Block, second Jeannette, motion carried.
Rahn abstained from the vote.

Art Wall
Jeannette made motion for the City to put their piece of the mural in the White Front building, second O’Connor, motion carried.

Commonweal Theatre Alley Closing
Rahn made motion to approve the closing of the alley for the opening of the theatre with the stipulation that Lori Semmen be contacted so she has access to her residence, second O’Connor, motion carried.

Lanesboro Float
Drivers are needed for the parades.

TMI
Reminder that the Pal meeting will meet at the Community Center Monday, June 25th.

Selling on the Sidewalks
Rick Darling has requested selling on the sidewalk downtown in front of Das Wurst Haus on weekends.
Adam Darling was present as Rick had been called out of town.
After some discussion on the matter, O’Connor made motion to table the matter until some of the ordinances can be reviewed and also talk with the Chamber, second Rahn, motion carried.

With no further business at 6:45 p.m., Jeannette made motion to adjourn, second O’Connor, motion carried.
