Lanesboro City Council & Public Hearing
Monday, June 19, 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Kevin Drake, Robert Norby and Joe O’Connor
Visitors: Jan Meyer, Matt Schultz, Wanda Hanson, Dallas and Ruth Garnatz, Andy Drake, Jerry Haugen, Nick Charlebois, Brian Jerviss, Robert Thompson, Kristen Mensing and Tom Manion

Mayor Rahn called the Public Hearing to order.
Sidewalk Replacement Letters
Sidewalk replacement letters were sent out to those for which will be having sidewalks replaced. All replacements are residential this year besides those belonging to the City. At this time those persons that received letters have the opportunity to voice concerns or questions.

Dallas and Ruth Garnatz believe they were informed with the wrong footage amount. The area will be remeasured and addressed.

Junk Ordinance Letters.
Jerry Haugen received a letter about a pick-up parked in his yard that had expired license plates. He said it belonged to his son and at the present time was not using it and did not want to have the expense of it at this time.
Nick Charlesbois van has been parked in the back yard of his residence, his landlord told him to park it there, he did not have it licensed either.
Manion explained that after reviewing the ordinance that the vehicles were able to remain on their property.
Kristen Mensing asked to see the photos that were taken; she will review them at the city Office.
With no further business at 5:45 p.m., Norby made motion to adjourn the Public Hearing, second Dybing, motion carried.

The regular meeting was called to order by Mayor Rahn.
Additions to the agenda included Jennifer Kimball about a Living Memorial, Liqour license for beer sales at the Tram, 3.2, cigarette and game approvals.
The amended agenda was approved with a motion from O’Connor, second Norby, motion carried.
The minutes from the June 5th meeting were approved with a motion from Norby, second Dybing, motion carried.

Persons with business before the Council
Ace Telephone- Brian Jerviss- Franchise Agreement
Jerviss said that they are using existing phone lines, and are offering access to the Lanesboro residents.
They be testing in July & August.
All communities have the some basic franchise ordinance.
The City would have a channel and be paid $5000 to do the necessary work to construct it.
Manion will review the agreement and than it will be brought up at the 1st meeting in July.

Reports
Libray- Dybing
Torgerson attended the meeting and reported on the City Audit which was very helpful for a better understanding to the board.
A policy manual was approved, along with going from a 9 member board to a 7 member board.
EDA-O’Connor
Discussion on the EDA portion of the Web-site.
Reviewed the Comprehensive plan that Carla Noack has been working on.
Dave Harrenstein reported he is working on possibilities for the St. Mane Theater.

Jennifer Kimball- Memorial
The Kimball’s would like to place a memorial for their son on the land by the damm.
It is not clear who the land belongs to at this time.
Manion said that he believes at sometime there was a survey on this property, and will check into it before the next meeting.
Torgerson suggested that the Kimball’s consider the area by the Coffee Street Bridge there is already plans to put a memorial brick wall in this area; this may also be an option.
Rahn suggested that it be brought up at the Park Board Meeting.

Housekeeping
Sidewalk Replacement-Interest Rate and Length of Time
O’Connor made a motion to allow $867 to be paid to another contractor for sidewalk replacement at the Scanlan House, to revisit Garnatz's and Victorian House measurements, and move forward with a 7 year assessment term at 4.83% interest assessed to the property owners taxes, second Norby, motion carried.
Hillcrest Property RFP’S
Three RFP’S were turned in.
Drake stated that he felt they needed to move on this matter and made motion to accept the highest dollar RFP from Jon Willford for $31,500, second Norby, motion carried.
Paying of Bills
O’Connor made motion to pay the bills, second Norby, motion carried.
Administrator’s Report
Torgerson made the monthly report.
Highway Department- Parking Signs
City was visited by the Highway Patrol, someone on Sunday June 18th taped cardboard on the No Parking signs on Hwy 250.
This is tampering with state highway signs, a serious offense, if someone was injured the offenders would have be liable.
Gambling Permit for Bingo
Norby made motion to approve a gambling permit for Union Prairie Church for Buffalo Bill Days, second O’Connor, motion carried.
Museum Bills/ Chamber Bills
Torgerson will set up a time with each group and go over the contracts to see who is responsible for what.
Chamber air conditioning has been updated and will ask them to pay half of the bill.
Beer Permit for Lions for Tram
Norby made motion to approve the one-day permit, second, Dybing, motion carried.
Beer/Cigarette/Game licenses
Dybing made motion to approve the licenses that stayed the same as last year, second Norby, motion carried.

With no further business at 6:45 p.m., O’Connor made motion to adjourn, second Norby, motion carried.
