Lanesboro City Council
Wednesday, July 5, 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Robert Norby and Joe O’Connor
Absent; Kevin Drake
Visitors; Lisa Brainard, Jan Meyer, Matt Schultz, Rick Pottebaum and Donnie Brink

The meeting was called to order by Mayor Steve Rahn.
Additions to the agenda included City address for Mike Hampel, approval of a part-time worker for the street department and police report from Chief Matt Schultz.
The amended agenda was approved with a motion from Dybing, second Norby, motion carried.
The minutes from the regular council meeting and Public Hearing were approved with a motion from Norby, second Dybing, motion carried.

Persons with business before the Council
Donnie Brink- Road Name Change Request
Norby made motion to approve the request of changing the name from North Street Drive to North Valley Drive, with Brink paying the cost of the sign replacement, second Dybing, motion carried.
Chief Matt Schultz- Report
Schultz reported that in a recent random POST Board compliance review, the department received a certificate of recognition for its 100% in compliance with legislative mandates.
Schultz shared information on several programs the department had participated in including Safe & Sober, along with ones that enforce seatbelts and speed.
When asked how the time is allocated in the contract between Preston and Lanesboro, he stated 2/3 in Preston and 1/3 Lanesboro.
The actual time spent in Lanesboro Schultz estimated was closer to 50 percent for sure in the summer season.
O’Connor suggested for the police to meet with new business owners and help them secure their buildings.
Also O’Connor asked if Schultz could bring a speed detector as a reminder for citizens to slow down. They will make an effort to get it down here.
Schultz was asked if he had any needs or request and he stated he would like to see tasers and stop sticks in all the cars, along with digital recorders.
Rick Pottebaum- Request for Stones on Right of Way
Pottebaum requested to build a retaining wall of large boulders, which are movable, in city right of way, the wall would be 20-22 ft. from the road.
Rahn made motion to allow him to move forward with his plan, with the requirement that sodding be complete in three weeks or the city would hire someone to do it, along with the provision if the city ever needs the boulders removed for anything it would be at the property owners expense, second Norby, motion carried.

Planning an Open House at the Plant in the Fall.

Housekeeping
Ox Trail Road Update
Torgerson wrote a letter of verification and steps that were taken to Carrolton Township.
Could resubmit the application and request the County to agree to be the fiscal agent.
Junk Ordinance Update and Plan of Action
Torgerson reported that she has heard from a few people and some have asked for an extension.
At the next meeting will have to act on the ones that have not taken care of their situation.
Mike Hampel—Address
O’Connor made motion for the Hampel’s to change their County address to a city one, second Norby, motion carried.
Part-Time Worker
O’Connor made motion to hire Sarah Overocker for a seasonal position based on budgeted monites to work with the Street Department, second Dybing, motion carried.
Citizens Comments-none

With no further business at 6:15 p.m., Norby made motion to adjourn, second Dybing, motion carried.
