Lanesboro City Council Regular Meeting
Monday, July 21st, 2008
Council Chambers at 5:30 p.m.

Present: O’Connor, Dybing, Jeannette, Rahn and Drake
Absent: Rahn and Drake were absent for the first part of the meeting due to a Fire/Ambulance Call. Drake reentered after Robert Thompson spoke and Rahn entered after Dillon Dombrovski spoke.

REGULAR MEETING:
The regular meeting was called to order by O’Connor.
The agenda was approved, with the addition of Robert Thompson with concerns about Whittier Road Construction and the removal of the Library minutes, with a motion by Jeannette, second by Dybing, motion carried.
The minutes from the Regular Meeting on July 7th, 2008, were approved with a motion by Dybing, second Jeannette, motion carried.

PERSONS WITH BUSINESS BEFORE THE COUNCIL:
Robert Thompson: Citizen concerned about Whittier Construction
Thompson had questions on the upcoming construction on Whittier. He did not feel that it should be done. He stated that he felt the Public Utilities was pushing the water reconstruction and that he should not have to pay for that portion. He asked who determined to do this project. O’Connor stated that the staff and come together to put projects on the table and with their recommendations, the City Council and Public Utilities Commission met together and outlined through their Capital Improvement Plan a timeline and when the projects could and should be completed. Thompson stated that he felt the Council would be better off repaving the entire Brooklyn area and felt it could be redone for the same amount being spent on Whittier. Thompson asked the Council to reject all bids and repair Brooklyn rather than Whittier. Thompson exited the meeting and Drake entered the meeting.
Dillon Dombrovski – Yaggy Colby: Maple/Whittier Street Bids:
Dombrovski noted that bids came in higher than the amount projected at the public hearing, mainly due to the cost of blacktop rising. He noted that in the bid request the firm used duct for the piping, but he could request a change order to plastic if the ground in the area prohibited its use. Dombrovski also noted that the original bid requires the contractors to come back in the Spring for the final blacktop overlay, this prevents any upheavals of the street, so that fixes can occur prior to the final blacktop and after the winter months. Dombrovski went over the bids and noted that S&L Contracting was the low bidder at $550,526.00. Dybing motion the resolution stating that all of the bids for the 2008 Street and Utility improvements have been received and tabulated, the bid of SL Contracting, Inc. in the amount of $550,526 for the construction of said improvements, in accordance with the plans and specifications and advertisement for bids, is the lowest responsible bid and shall be and hereby is accepted, the Mayor and Clerk are herby authorized and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Lanesboro and that the City Clerk is hereby authorized and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of the successful bidder and the next lowest bidder shall be retained until a contract has been executed, second by Jeannette, motion carried.

COMMITTEE REPORTS:
EDA: July 7th, 2008 – O’Connor
The EDA discussed assisted living opportunities and will be working with Dale Krage from the Lanesboro Housing authority and the Lewiston Assisted Living. They also discussed the 2nd TMI grant for which Fred Kiel is the coordinator; the name for the group will be “Strengthening Community through Supporting Business and Entrepreneurs.
PU: July 15th, 2008 – Vickerman
Vickerman explained that they are still working with FEMA on the flooding issues in relation to the Wastewater Treatment Plant and the Dam. The Public Utilities Commission voted to donate $500 towards the fireworks for Buffalo Bill Days.
Park: July 18th, 2008 – Rahn
The Park Board went over flooding reimbursements. They also talked about the dump station, noting that people other than campers were dumping in there. Rahn made a recommendation on behalf of the Park Board to the Council to not allow any other dumping than from the campers, they are asking the Council to charge $100 - $300 for illegal dumping and to add it to the dumping ordinance. The Park Board also overviewed the Tree Ordinance for recommendations.

HOUSEKEEPING:
Paying of the Bills: Drake made motion to pay bills as presented, second Jeannette, motion carried. Andy Drake needed to exit the meeting at this time, so he asked the Council about the spot in front of the Green Door Antique Shop, next to the fire hall and whether to paint it yellow or white the following morning. He stated that when larger vehicles are parked there, it makes it difficult to get fire vehicles out. Jeannette noted that he could talk to O’Neary who owns the business to find out her feelings about the parking spot and will let Drake know first thing after he speaks with her.
Flood Issues: Vickerman explained that she has been working with FEMA and is not confident in the situation. Some items have and will be covered, however others, such as the dam, may not. She will continue to work with them and bring feedback to the Council.
Fireworks for Buffalo Bill Days: Vickerman noted that the committee is working on fireworks for the event; however they only have $2,500 raised. The Utilities put in $500 and Vickerman is asking the Council to put $500 in as well. Rahn made a motion to allow the fireworks and for the City to donate $500 towards the event, second Jeannette, motion carried.
BBD Preparations: Vickerman noted that the staff is working to get all areas ready for Buffalo Bill Days; she noted that every area being used was affected by the flooding, so it has been a lot of work. She noted the new volleyball court area, the softball field being prepped as best as possible and the camping/park areas being prepared as well.
Dump Station: Rahn noted that the Park Board is recommending having a no dumping sign at the dump station for those other than the campers, with a violation fee of $100-$300 and added to the ordinance for garbage dumping. O’Connor made a motion to have the garbage ordinance have additional wording to site the dump station as another site for illegal dumping, for it to state that it is a misdemeanor and to have a sign posted, second Jeannette, motion carried.
Tree Ordinance: Rahn noted that the Park Board has made the recommendation to have the City call property owners, notifying them of a possible tree removal prior to and giving them an option to contact a licensed contractor to give a second opinion at their own cost, prior to removal. Dybing made motion to change that section of the tree ordinance, but noted that the second opinion would not guarantee that the tree would not be taken down, second Drake, motion carried.
Ambulance Gurney: The ambulance director requested Vickerman to ask the Council about purchasing a new gurney for the Ambulance department. He noted that most ambulances have the new ergonomic gurney. He asked the Council to consider the purchase at around $12,000. Vickerman noted that without actual figures and models it would be difficult to approve. She stated she would look into the different types and get prices for the Ambulance to recommend to the Council. Rahn noted that he would assist Vickerman with the research.
