Lanesboro City Council
July 17, 2006 5:30 p.m.
Council Chambers

Present: Steve Rahn, Robert Norby, Kevin Drake and Tom Dybing
Absent: Joe O’Connor
Visitors: Carla Noack, Wanda Hanson, Lisa Brainard and Tom Manion

The meeting was called to order by Mayor Steve Rahn.
Additions to the agenda included All School Reunion liquor permit, Fillmore Family Resources victim liaison contract and Jim Iverson on Firemen’s Relief Association.
The amended agenda was approved with a motion from Norby, second Dybing motion carried.
The minutes from the July 5th meeting were approved with a motion from Dybing, second Norby, motion carried.

Business before the Council
Christian Milaster has requested a City address off of Hidden Valley Drive, which was approved with a motion from Dybing, second Norby, and motion carried.
Jim Iverson- Firemen’s Relief Association
Iverson requested that they raise the $850 per year of sevice to $950, at which there will be no cost to the City.
Dybing made motion to approve the raise, second Norby, motion carried.

Committee Reports
Library-Dybing
Library is looking at having the open hours be 5 hours a day, 6 days a week.
EDA- Torgerson
EDA discussed new business, web site &comprehensive planning.
Public Utilities- Drake
The Commission attended a UMMPA meeting on Saturday in St.Charles.

Housekeeping
Paying of the Bills
Drake made motion to pay the bills as presented, second Dybing, motion carried.
Treasurer’s Report
Receive the 1st half of the property taxes.
Certified Clerk
Torgerson spent the past week in Mpls. finishing her training as a Certified Clerk.
Street Sweeping on Parkway
There have been some complaints about the noise of the sweeper in the downtown area.
After discussion it was to leave the hours the same that they have been.
Budget Procedure
Will need to get some feedback, looking at losing some revenue, with the Cheese Factory being sold, along with some projected loss of LGA.
Election Judge Training
Torgerson will attend training, there are going to be 2 new pieces of equipment.
This year Holt and Whalan townships will be with Lanesboro.
Junk Ordiances Plan of Action
Seventy-five to Eighty percent of the residents who receive the letters have cleaned up their things.
A couple of persons have asked for an extension of time.
Norby made motion to send letters to the ones who have not complied, before taken any further action, second Drake, motion carried.
All School Reunion-Liquor License
Norby made motion to grant a 2-day liquor permit for the event, second Rahn, motion carried.
Fillmore County Family Resources
Norby made motion to pay $100 for liaison fee to Fillmore County Family Resources, second Dybing, and motion carried.
Mileage Payment
Rahn made motion to pay Torgerson’s mileage and expenses from her training, second Norby, motion carried.
Ox Trail Road
To proceed with a application of roads significance the City would primarily, have to spend $15,000-$20,000 for engineer costs.
Rahn said personally, I don’t think we a have a chance to get that grant.
Another option would be for Minnowa to widen the road.
After hearing about the scenic view they really did not want to disrupt that.
To get the concerns and public input, Drake made motion to call for a Public Meeting at 5:30 before the Regular City Council meeting on August 7th, second Norby, motion carried.
With no further business at 6:15 p.m., Norby made motion to adjourn, second Dybing, motion carried.
