Lanesboro City Council Regular Meeting
Tuesday, September 2nd, 2008
Council Chambers at 5:30 p.m.

Present: Jeannette, Rahn, Dybing & O’Connor (entered meeting at 5:59pm, during Speed Bump discussion)
Absent: Drake
Visitors: Lisa Brainard & Jade Wangen

REGULAR MEETING:
The regular meeting was called to order by Mayor Rahn.
The agenda was approved, with the addition of speed bumps by the school and the upcoming state historic preservation meeting, with a motion by Dybing, second by Jeannette, motion carried.
The minutes from the Regular Meeting on August 18th were approved with a motion by Dybing, second Jeannette, motion carried.

COMMITTEE REPORTS:
Public Utilities: August 19th, 2008 - Vickerman
Vickerman noted that the Public Utilities met and discussed the recent decisions by FEMA for reimbursement. The ongoing projects were discussed including, Pleasant, Whittier and the River Crossing. The Commission also approved putting in a gas line to the Utility Plant.

HOUSEKEEPING:
Budget 2009: Vickerman handed out a preliminary budget and asked Council members to visit with her about the budget prior to the next meeting. Vickerman confirmed with the auditor’s office that the City could submit their levy and budget the Tuesday following the next meeting. The Preliminary Budget and Levy will need to be motioned for the next meeting.
Boiler: Vickerman presented a boiler bid from WHV, Inc. that bid one energy efficient boiler with enough capacity to heat the Community Center Building. Vickerman noted that it was not as much savings as thought from the original bids with the roofing. Vickerman noted that the City could cut between $4,000 - $5,000 by going to an 80% efficient unit, however this would be less savings for the utility bills and the City could cut $3,000 - $4,000 if they did not go with redundancy, however without redundancy, if the unit broke down there would be no stored heat until the unit was back online. Rahn asked Vickerman to check with other companies and see what they suggest and to find out the cost savings difference between a 90% efficiency boiler and an 80% efficiency boiler.
Library Board Members: Vickerman noted that the Library Board is requesting the appointment of Gabe Dybing and Sally Ming to the Library Board. Rahn made a motion to appoint them to the board, second Jeannette, motion carried.
City Council Filing: Vickerman reminded the council members that the dates for the filing for candidacy for City Council is from August 26th until September 9th at 5pm.
State Historical Preservation Conference: Rahn noted that the State Historic Preservation Annual Conference is the 19th and 20th of September and that Lanesboro needs a representative to attend. He asked Council members to check to see if they would be able to attend; the City needs one person to attend the conference as part of their historic designation.
Speed Bumps by School: A citizen that lives near the school has requested that the Council consider putting speed bumps by the school to alleviate some of the speeding issues. Vickerman noted that she contacted Superintendent Boggs to find out the schools’ concerns with the issue, and he noted that he was not aware of any issues, but that he would check into it further. Rahn asked Vickerman to contact Chief Schultz to discuss surveillance at the school after games to monitor the traffic in that area.
On Sale Liquor Ballot Question: Vickerman noted that the request had been made for an additional liquor on-sale license. Discussion occurred as to whether put a ballot question on the general election ballot. Vickerman noted that the question would have to be approved through the Secretary of State’s office and then presented to the County to put on the ballot by the 11th of September. Discussion went back and forth about whether there was a need for additional licenses and where the requests would end. Rahn asked Vickerman to post a special meeting for Monday, September 8th at 5:30pm. O’Connor made a motion to have Vickerman research the answers to the following to be prepared for that meeting as follows: Chamber’s opinion, what other cities have done, what the current on-sale license holders feel, Secretary of State’s sample questions and what other ballot questions have been asked in other cities, second Rahn, motion carried.

ADJOURN REGULAR MEETING:
At 6:24pm, Dybing made a motion to adjourn the regular Meeting, second O’Connor, motion carried.

CLOSED MEETING:
Closed Meeting was opened by Mayor Rahn to discuss contract negotiations with the City Administrator/Clerk and to discuss medical condition and leave.

ADJOURN CLOSED MEETING:
Closed meeting was adjourned at 7:04pm with a motion that the closed meeting items will be discussed at the next open meeting, motion was made by O’Connor, second Jeannette, motion carried.
