Lanesboro City Council
Tuesday, Sept.5th, 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Joe O’Connor, Kevin Drake and Robert Norby
Visitors: Wanda Hanson and Jan Meyer

The meeting was called to order by Mayor Steve Rahn.
Additions to the agenda included discussion on a loader and the recent vandalism in town.
O’Connor made motion to approve the amended agenda, second Dybing, motion carried.
The minutes from the August 21st 2006 meeting were approved with a motion from Norby, second Dybing, motion carried.

Committee Reports
Planning & Zoning- Norby & Dybing
Peter Torkelson’s plans were approved for his Inn minus the tower. There will be a hearing in 2 weeks for the variance that he wants.
Worked with the zoning ordinances and are getting a good plan down for home based businesses.

Housekeeping
Budget
Some time was spent going over some of the items.
O’Connor questions some of the increases especially the auditing fees that went up considerably by around 2.4% from last year.
TNT Hearings Dates are December 4th at 5:30 p.m.
Continuation Hearing if necessary December 18th 5:00 p.m.
Hearing for Adoption of Tax and Budget December 18th at 5:30 p.m.
O’Connor made motion to approve the proposed budget and proposed tax levy and TNT Hearings, second Dybing, motion carried.
Downtown Street Lights
Torgerson will do some research on prices and materials.
It would be good to move this along as soon as possible with the costs going up all the time. If possible it would be nice to see them in even this year yet.
Will get with the Public Utilities to see what they can contribute.
Christmas Lights
With the outlining of the building they are finding out there are not enough outlets. In order for it to function properly there needs to be an outlet in every third building. With this something would have to be figured out for the rate and usage for each site.
Torgerson will check with the businesses and talk to the Chamber to see if they can come up with a solution.
Public Testing of the Election Equipment
Testing of the equipment will be Monday, Sept.11th at 1:00p.m.
MCFOA Meeting
The Regional MCFOA will be Friday Sept.15th, hosted by Torgerson at the Community Center.
Wastewater Treatment Plant Address
Dybing made motion to name it 101 Root River Drive, second Drake, motion carried.
Vandalism
There has been some spray painting on the equipment at the skate park, along with some damages around in the downtown area.
Loader
O’Connor made motion to table the issue for the 2nd meeting in October, second Norby, motion carried.

With no further businesses at 6:20, Dybing made motion to adjourn, second Norby, motion carried.
