Lanesboro City Council
Monday, September 17th, 2007
Council Chambers at 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Joe O’Connor, Kevin Drake and Vince Jeannette

Absent: N/A

Visitors: Lisa Brainard, Jade Wangen, Carla Noack and Dillon Dombrovski of Yaggy Colby

PUBLIC HEARING:
The public hearing was called to order by Mayor Rahn. The public hearing was held on behalf of the Lanesboro 20/20 Comprehensive Plan. No Public was present for the public hearing. Carla Noack author of the Lanesboro 20/20 plan noted that this document was a working document for the City and that she hoped once it was adopted that this Council and future Councils will use it to direct their planning. She thanked the Council for the opportunity to work on the project. Dybing noted that the meetings were well attended by the public and he was amazed at the ideas and thanked Noack for her hard work. O’Connor also noted that he felt the meetings were meaningful and excellent. He feels that an area that truly needs to be looked at is housing. Noack noted that she felt a housing authority needed to be looked at.

O’Connor made a motion to adjourn the public hearing, second Jeanette, motion carried.

REGULAR MEETING:
The regular meeting was called to order by Mayor Steve Rahn.
The agenda was approved with a motion by O’Connor with the removal of both persons before the Council and also the removal of the committee report and an addition of office updates, second by Jeanette, motion carried.
The minutes from the regular City Council on September 4th, 2007 were approved with a motion from Dybing, second Drake, motion carried.

HOUSEKEEPING:
Paying of the Bills:
Jeanette made motion to pay bills as presented, second Drake, motion carried.
Lanesboro 20/20 Comprehensive Plan
O’Connor made a motion to adopt the Lanesboro 20/20 Comprehensive Plan as presented, second Dybing, motion carried.

 

FEMA Update:
Torgerson noted that she was finalizing items with the FEMA representative the following day. Items that have been reported were two washed out road and four storm sewer areas.
Library Director:
Dybing spoke about the qualifications of the Library Director that the Search Committee selected. The Search Committee is asking the Council to approve Jill Veerkamp for the position with 80 hours per pay period to start at salary of $27,990 and after 3 months increase to $29,051 if improvements and advances are apparent. Dybing made motion to accept the Library Search Committee’s recommendation as stated, second Jeanette, motion carried.
Engineering Proposals for Storm Sewer and Contract:
The Council looked over the proposals and noted that the Bonestroo bid included the Whittier flooding problem. Torgerson noted that Yaggy submitted their bid prior to the September 4th meeting as directed and Bonestroo turned their bid in after the discussions from the September 4th meeting. Torgerson asked Dombrovski what it would cost to add in the Whittier issues. Dombrovski noted that it would be part of the project but would need further research. Dombrovski noted that Yaggy would provide the work for a not to exceed amount of $3,000. O’Connor made motion to hire Yaggy Colby for the project at a not to exceed amount of $3,000, second Dybing, motion carried. The Council also discussed whether they should have a contracted Engineer for Torgerson to contact. Torgerson said she would appreciate having an engineer that they can count on rather than waiting for every Council meeting. O’Connor noted that funds should be budgeted for that. Rahn asked how the Public Utilities felt about having a contracted engineer and if they had funds budgeted for those services. Torgerson noted that the Public Utilities will meet the following evening and that she will bring it up at that time.
Liquor Licenses:
Torgerson noted that there are four liquor licenses that need approval. One liquor license is for the upcoming October 6th fundraiser for Rushford, Torgerson noted that they are working on a non-profit sponsor for this event. Also, on October 20th, there is a retirement for Dan Book that will also be a fundraiser for Rushford; this will also need a non-profit sponsor. The National Bike Tour group needs to licenses for events that are on November 8th and November 10th, on in the Sons of Norway and on in the Community Center. O’Connor made motion to approve all four licenses, contingent upon a non-profit sponsor, second Dybing, motion carried.
Sidewalk Replacements:
Rahn explained that Bakke asked Torgerson if he could possibly do the sidewalks in the spring for the same price. Rahn noted that Bakke is busy in Rushford and feels that it is a priority; Rahn noted that he was pretty sure that the Council agreed that Rushford is a priority also. Rahn made motion to allow Bakke to do sidewalk improvement in the spring, second Drake, motion carried.
Office Update:
Torgerson noted that she will be absent for an upcoming event, but has asked Marge Drake to cover the office. Torgerson noted that Peterson has been ill and has given her the directive to close the office if she needs to. Torgerson noted that the office is doing the best as they can to keep things going smoothly; however with Torgerson’s knee injections, upcoming wedding and Peterson’s illness, there may be some things that may not get done on a timely basis.
