Lanesboro City Council
Monday, Sept. 18th 2006
Council chambers, 5:30 p.m.

Present: Kevin Drake, Tom Dybing, Joe O’Connor
Absent: Steve Rahn and Robert Norby
Visitors: Wanda Hanson, Lisa Brainard, Carla Noack, Nancy Martinson and Peter and Vicki Torkelson

Acting Mayor Kevin Drake called the meeting to order.
Additions to the agenda included paying of the bills, primary election and liquor license correction.
O’Connor made motion to approve the amended agenda, second Dybing, motion carried.

The minutes from Sept. 5th meeting were approved with a motion from Dybing, second O’Connor, motion carried.

Persons with business before the council
Carla Noack-Comprehensive Plan/Survey
Noack updated the council on the comprehensive plan saying her official time is up. Along with that saying that the ground work was done and hopefully next year at this time it will be complete.

In March a community meeting was held and she felt it was very successful with feedback from around a hundred people.
A community survey is being planned to be delivered door to door the week of Oct. 16th-20th, encouraging people to fill it out on-line.

Committee Reports

EDA-O’Connor- Sept. 11th
At their meeting Noack also gave them an update on the comprehensive plan.
Talking of creating an intitiative to work with small businesses, that initiative would likely work with SEMDC, Southeastern Minnesota Development Corporation along with the Lanesboro Chamber.

Winona State University has been working on a three year presention that they will show on Nov.16th to the community on tourism.

Town Meeting Initiative training was held and minutes of the meeting will be shared along with working with the press. It will also be added to the web-site.

Library - Dybing-Sept.11th

Library Board recently met with the Friends of the Library, they now have announced their new hours for the next year.

There has been some recent vandalism in the library lobby, and the downstairs bathroom.

Housekeeping

Ox Trail Road
Dybing reported that he has done some research and it appears that on maps the Oxtail Road is shared with Carrolton Township. The map is a representative of what is a representation of the boundary lines.

Manion stated that the only way to prove who owns the road would be to get a survey, and doubted if the State would do that.

For the time being it was decided to communicate with the Township and get their input.

They meet the 1st Wednesday of the month or invite them to the council meeting.

O’Connor made motion to table the matter and directed Torgerson to send letters to the township members and also communicate with the DNR, along with Manion checking into the boundary issues, second Dybing, motion carried.

Street Lights

O’Connor made motion to approve 10 street lights for Parkway Ave, the same kind as the ones on Coffee Street with flag and flowers holders along with receptacles, and using the funds from the 302 property sale and pending request from the Public Utilities for the remaining balance, second Dybing, motion carried.

Christmas Lights

There was some discussion on asking for donations during the door to door surveys.

Torgerson stated that with the new light poles it may have solved some of the problems. Torgerson will work with Peterson and Wagner on this.

Rob Wagner Address

Dybing made motion to give him Bluff View address, second O’Connor, motion carried.

Primary Election- Sept 12th

It was the first time Lanesboro’s polling site was used by Holt Township and the City of Whalan, everything went well. They had almost 300 voters, the precinct counters worked will, Torgerson stated that there will be more training at a later date for the closing of the polls on election night.

Liquor License

The State reported that both the Parkway Pub and Root River Saloon are out of compliance with their Sunday Liquor license. In order to have the license an establishment must have a small menu food license.
Dybing made motion to notify and give both establishments slightly over a year to become compliant, by December 2007, or licenses will not be renewable for 2008, second O’Connor, motion carried.

With no further business at 6:30 p.m.,Dybing made motion to adjourn, second O’Connor, motion carried.

At 6:50 p.m. the regular meeting was reopened.

Dybing made a motion to add an agenda item, and having the City act as the acting agency for the HPC which only has two members at the present time, second O’Connor motion carried.

O’Connor made motion to approve the building permit on behalf of the Planning & Zoning and HPC on the basis that the public is not opposed to the design after two public hearings, the addition will help owners with income generation and Planning & Zoning has approved the additions based on set back requirements, second Dybing, motion carried.

With no further business O’Connor made motion to adjourn, second Dybing, motion carried.
