Lanesboro City Council
October 2, 2006
Council Chambers, 5:30 pm.

Present: Steve Rahn, Kevin Drake, Robert Norby and Joe O’Connor
Absent: Tom Dybing
Present: Wanda Hanson, Lisa Brainard, Carla Noack, Steve Klotz, Julie Kiehne, Dale Forster and Tom Manion

The meeting was called to order by Mayor Steve Rahn.

The agenda was approved with a motion from O’Connor, second Drake, motion carried.

The minutes from the Sept. 18th meeting were approved with a motion from Drake, second O’Connor, motion carried.

The minutes from the P&Z Public Hearing were approved with a motion from O’Connor, second Drake, motion carried.

Persons with business before the council

Julie Kiehne- Chamber Directories
Kiehne appeared before the council to ask if they would contribute $400 to publishing the guides as they have done for the past 2 years.

They will be asking Dairyland Power for a matching grant, as they have in the past. The school has already contributed $400 and Julie will be asking Public Utilities Commission to donate $400 as well.
Drake made motion to support their request of $400, second O’Connor motion carried.

Committee Reports

EDA- O’Connor- Oct. 2nd
There was an update on the Comprehensive plan and on the survey going out to the residents.
There was also discussion on development of businesses workshops which is being worked on.
Carla Noack stated that she wanted council members to look over the questionnaire very carefully; the goal is for the survey to provide use information to us.

Public Utilities- Drake- Sept.19th
A Public Hearing began the meeting for non-residents utilities changes, Drake said it was just in the discussion stage and did not see any changes until 2007.
Also reported there had been a UMMPA meeting, along with Dairyland offering a bid that looked very attractive.
There was some discussion on the light poles and Christmas lights.

Housekeeping

Fishing Pier- DNR
Steve Klotz spoke to the council about the possibility of building another handicap-accessible fishing pier in the Park.

Mayor Rahn reported that the Park Board members approved the pier; they would like to see it placed in the far corner in the biggest pond and path to it as short as possible.

Klotz noted that there were some concerns over the need to create handicapped- accessible bathrooms, that would be the first step and it, may be possible to look at the fire department for funding.
Klotz also suggested looking for State grant money too.
He also noted there already is a potential donation of $1000 for labor on the proposed fishing pier.
When questioned about the possibly on dredging the ponds, Klotz said the water flow would need to be studied further.

Ox Trail road Update
Torgerson reported that a letter was sent to the Township members but they have not heard anything back yet.
Craig Blommer from the DNR commented in an email that he had no concerns over ownership of the road. He did have some concerns with the construction work. The contractor will have to take measures to prevent materials from falling down the hill and onto the trail. If materials could not be prevented down on the trail they will have to temporally close the trail. Any damage done to the trail through the widening of the road would have to be repaired by the contractor.

Mayor Rahn requested permission to attend the township board meeting and talk to them in person on the matter.
Norby made motion for Rahn to attend their meeting and come back to the council with any information he finds out, second O’Connor, motion carried.

Safety Committee Plans
Torgerson and Jerod Wagner recently attended League of Minnesota/OSHA Safety Meeting.
They plan to do its safety requirements in house and Wagner is willing to take the responsibity.
O’Connor made motion to approve having Jerod Wagner go ahead with the training, along with purchasing two manuals on OSHA, as well as one on state regulations, along with Wagner receiving a stipend for the extra work involved, second Norby, motion carried

Audit Agreement
O’Connor made motion for Lloyd Johnson to do the 2006 audit, second Rahn, motion carried.
They will see how things go this year and possibly go out for RFP’s next year.

Insurance Renewal
Rahn made motion to leave the insurance as is, the City does not waive the monetary limits on municipal tort liability established by Minnesota Statutes 466.04, second Norby, motion carried.

Update on Vandalism
The students have all been talked to and will be doing 16 hours of community service, and no formal charges have been filed.

With no further business at 6:30 p.m., O’Connor made motion to adjourn, second Drake, motion carried.
