Lanesboro City Council Regular Meeting
Monday, October 6th, 2008
Council Chambers at 5:30 p.m.

Present: Drake, Jeannette, Rahn & Dybing
Absent: O’Connor
Visitors: Lisa Brainard & Jade Wangen

PUBLIC HEARING:
Vickerman noted that not all residents received their junk ordinance letters and asked for the issue to be discussed at the next meeting, Dybing made a motion to move the junk ordinance to the next meeting, second Drake, motion carried.
ADJOURN PUBLIC HEARING:
Public Hearing was adjourned with a motion by Drake, second Dybing, motion carried.

REGULAR MEETING:
The regular meeting was called to order by Mayor Rahn.
The agenda was approved, with the deletion of Boiler Replacement and the EDA Committee report and the addition of Planning & Zoning Committee report for the meeting held on September 15th, with a motion by Jeannette, second by Dybing, motion carried.
The minutes from the Regular Meeting on September 15th were approved with a motion by Drake, second Jeannette, motion carried.

COMMITTEE REPORTS:
Public Utilities: September 16th, 2008 – Vickerman
Vickerman noted that the Public Utilities approved the bid for Bonestroo to do a feasibility study for the condition of the dam. Vickerman explained that FEMA would not provide reimbursement for flood damage without proof, therefore the Commission felt they had no alternative to hiring the engineering of the dam.
Planning and Zoning: September 15th, 2008 – Dybing
Patrick Danz at Slant Avenue Mercantile requested a building permit to reconstruct the garage area behind the property, which was approved. Carrie Hanson came before the P&Z to discuss options for building at the gas station property, she was given approval for building replaced to be up parallel with the fronts of the other commercial buildings.

HOUSEKEEPING:
Administrator Contract: Vickerman noted that on the new contract, she is requesting an addendum for her coaching that has been previously approved, Rahn noted for Manion to include that as an addendum for the final contract.
Insurance – Liability & Auto: Rahn made motion to approve same coverage as in the past and to mark “Does Not Waive the monetary limits on municipal tort liability established by Minnesota Statutes 466.04”, second Dybing, motion carried.
Summer Recreation Bill: Vickerman noted that she received the bill from the school for Summer Recreation and it was over the budgeted amount by about $800. She asked the Council to cover the difference, but did ask for the Council to make a motion to explain to the school that they will have to stick to the allotted amount, since the City has an amount listed in the budget for the program. Drake made motion to pay bill as presented and to let the school know that next year we will only pay the allotted amount, second Jeannette, motion carried.
Community Forum: Vickerman reminded Council members about the Community Forum with the Senator Tom Bakk, Senate Tax Chair, to be held in the Council Chambers on October 7th from 11am to 1pm.

At 5:59pm, Jeannette made a motion to adjourn the regular Meeting, second Drake, motion carried.
