Lanesboro City Council
Wednesday, Nov. 8th, 2006
Council Chambers, 5:30 p.m.Present: Steve Rahn, Tom Dybing, Robert Norby, Joe O’Connor and Kevin Drake
Visitors: Wanda Hanson, Lisa Brainard, Corana Torgerson, Jeff Johnson, Joe Nelson, and Roger Jorgenson

The meeting was called to order by Mayor Steve Rahn.

Agenda additions included turkey bowling, Ox Trail Road letter and Veteran’s Program.

The amended agenda was approved with a motion from O’Connor, second Norby, motion carried.

The minutes from the October 16th meeting were approved with a motion from O’Connor, second Norby, motion carried.

Persons with business before the council

Jeff Johnson- Noise Complaint
Johnson said that there is noise from a bobcat running in the early morning hours and late at night.
He can not understand why the City does not have any ordinances for this, he has put Styrofoam and plywood up to block out the noise.
When the police attempted to record the noise the level was not recordable and there was no other complaints from anyone else.
Joe Nelson from the Lanesboro Sales Barn answered Johnson that for in 58 years, and himself for 20 some years in Lanesboro there has not been any complaints about the noise before.
Rahn suggested Johnson and Nelson talk and work something out among themselves, Nelson will look into in to the possibility of mufflers for the bobcat loaders.

Committee Reports
Public Utilities – Torgerson
Normal business, along with recognizing Jim Peterson for 20 years of service.
Planning & Zoning- Norby
Approved some building permits, along with a B&B license for Hurons & Hostas.
Discussed meeting time to be at 6 p.m.
EDA- O’Connor
Results from the WSU surveys will be discussed at a Community Meeting November 29th at the Community Center.
There were over 200 responses from the Comprehensive Plan Survey, 91 were done on line.

Housekeeping
Ox Trail Road
The Council received a letter signed from of the residents that live on the Ox Trail road.
The letter stated that they felt it was important to coordinate efforts with Township and County making sure the road is wide enough to access the east side of the river.
Torgerson will set up a meeting with Mimmowa.
O’Connor again expressed his concern for safety.

Canvassing - City Elections
Drake made motion to approve the election results of Steven Rahn for Mayor and Robert Norby and Vince Jeannette for council members, second O’Connor, motion carried.
Rahn received 385 votes, Norby 309 and Jeannette 250.

Sidewalk Assessments
Norby made motion to approve the sidewalk assessments for 2006 at 4.83% interest for 7 years, second Dybing, motion carried.

Sewer and Electric Assessment
Sewer at the same rate of interest of 4.83% for 7 years and electric for 2 years, with the same rate, motion was made by Dybing, second O’Connor, motion carried.

Intern Ben Duven, the intern from Luther College will start in December inputting and tabulating the survey on line, along with working on the codification of ordinances.

Election Judge Salaries
Torgerson stated Lanesboro is the lowest paid in the area, and everyone worked hard and things went very well.
O’Connor made motion to raise the salary from $7.00 to $10.00 for the election judges, along with giving a gift certificate of value up to $10 to the students, second Norby, motion carried.

Veterans Program
Reminder of the program change to the Lanesboro Community Memorial center on Friday at 2:30 p.m.

Turkey Bowling
Norby made motion to approve for the Parkway Pub to hold the event for charitable purposes, and the use of 2 empty parking spaces, second Dybing, motion carried.

Tractor Loader
Norby made motion to approve the Standard Loader and take out from the capital outlay for 2007, second O’Connor, motion carried.

Survey
WSU survey results on tourism will be discussed at their meeting on November 29, at 7 p.m.
Torgerson stressed it was important for council members to be present.

Comments
O’Connor stated the importance of people to buy local, and gave credit to many of the business places.

With no further business at 6:15 p.m., O’Connor made motion to adjourn, second Drake, motion carried.
