Lanesboro City Council
Monday, November 20th 2006
Council chambers, 5:30 p.m.

Present: Steve Rahn, Tom Dybing, Kevin Drake, Robert Norby and Joe O’Connor
Visitors: Lisa Brainard, Wanda Hanson, Coranda Torgerson and Mark Brewster

The meeting was called to order by Mayor Steve Rahn.
The agenda was approved after removing the administrator’s report with a motion from Norby, second Dybing, and motion carried.

The minutes from the November 8th meeting were approved with a motion from O’Connor, second Norby, motion carried.

Persons with business before the council

Mark Brewster- Red Hotel- Snow Removal
Brewster told the council that one of his guests from the Twin Cities was driving his car in the alley of the hotel that was not plowed, and slipped off the road and had to have a wrecker pull him out. He stated that he was sure the person would not return to Lanesboro again.
According to Brewster all the alleys in town were done, and yet this one being the most dangerous and steepest was not.
He commented that all he wanted was his alley to be plowed, and stated that this has been an on going problem since he moved here.
Norby commented that it only made common sense to drive the other way.
Drake mentioned making the alley a one way.
Rahn said maybe the alley just got over looked.
Will check with the Street Supervisor on the matter.

Committee Reports
TMI- O’Connor
The TMI group met at the Feed Mill Event center on Saturday, with 13 of the 16 members attending.
They trained on asset based community development and principals.
O’Connor called it a positive event and stated that they will meet again on December 9th.

Library-Dybing
Approved the budget, discussed a drop box, and will be interviewing next week, for the upcoming open position.

Housekeeping
Paying of the Bills
O’Connor made motion to pay the presented bills, second Norby, motion carried.

Library Requests
Library Resolution
Rahn made motion to pass a resolution requesting the state legislature to increase the Regional Public Library System basic support appropriations, (there has been no increase in ten years), second Norby, motion carried.
Fines
Norby made motion to lower the maximum library fine limit from $20.00 to $5.00, second O’Connor, motion approved.
Patrons with more than $5.00 in fines will not be able to check out books.

Employee Meeting
Meeting was held with the full time personnel, went comp time, over time and changes that are going to be made.
Pay Equity
Torgerson will be working with Rahn on this, which has to be done by January 31, 2007.

Snow Removal and Parking Ordinance Reviewed
Will put ad in the paper on the sidewalk snow removal polices.

Drake made motion to approve the resolution to continue an agreement with MN/DOT for snow removal on Highway 250 between County Road 8 and Coffee Street, second Norby, motion carried.

Parking ordinance to remain the same.

With no further business at 6:00 p.m., Drake made motion to adjourn, second Norby, motion carried.
