Five Year Plan for Ox Trail Road
April 4th, 2005

The City Council has found that the Ox Trail Road is a valuable access into the City of Lanesboro. The Road is City property and therefore is maintained by the City Staff. Due to the width and nature of the road, complete repair and replacement is not feasible at this time. Therefore the City Council will provide a 5 year maintenance plan for the road so that we may keep the road as safe as possible and open to the public.

Due to budgetary constraints and the topography of the area surrounding this road it is found that a maintenance plan is the only route for which the Council can proceed to keep the road available to the public.

The following are items that will occur within the next 60 days:
1) A sign will be put up at both ends of the road that states Single Lane Road and Soft Shoulder. This sign shall notify the public that the road is narrow and that the edges are softer than a normal road due to the topography.
2) Minor repairs will be done to the recent wash offs that have occurred. These repairs will be done by City staff.

The following are items that need to occur before the next snowfall:
1) The Street department will purchase a sander that can be used in the back of a standard pick up truck. This will allow sanding in the winter to occur and will eliminate the dangers imposed upon our staff. No longer will the large sanding/snow removal truck be used on this road due to the narrow road and topography which makes it difficult to maneuver a large truck.

The following will occur every year for the next five years:
1) Each spring, the Street Department will inspect the road for possible areas that need repairs. Standard repairs will be done internally for an amount up to $500. A budgeted amount of $500.00 will be put in each year’s budget for repairs on this road. If repairs would exceed the $500.00, council approval will be necessary before any further improvements will occur. These repairs include rock replacement and wash out repairs. The road will be put into the 10 year plan for overlay, if the Street Departments finds that it will fit within the overlay budget and is possible for crews to proceed.
2) At any time the City will authorize the Street Department, along with authorization from the City Administrator/Clerk, to close the road if both feel that the road is hazardous to the public. The Street Department will make it a priority to as promptly as possible put the road back in proper working condition.
3) Each year the Council will review the status of the road and the 5 year plan to evaluate how the plan is followed through on and make suggestions for changes.

It is the City Council’s intention to maintain the Ox Trail Road to the best of its ability even with budgetary and geographical constraints.
