REGULAR MEETING CALLED TO ORDER:
Evenson called regular meeting to order.

AGENDA:
With the addition of Repair and Maintenance on Light Plant, Drake made motion to approve the agenda, second by Schuck, motion carried.

MINUTES:
Drake made motion to approve the minutes, second by Schuck, motion carried.

PERSONS WITH BUSINESS BEFORE THE COMMISSION
A. Carla Noack: Comprehensive Planning & Codification of Ordinances
Carla came before the commission with the pages from the MN Basic Code. She asked the Utilities Commission to review the ordinances prior to the next meeting to see what type of changes need to be made and what policies and procedures need to be added. Utility Commission agreed to review prior to the next meeting and to also have the Utilities staff review the ordinances also. She thanked the Commission for their time and effort and explained how important it is for this process to occur in a timely fashion.

HOUSEKEEPING:
A. Bills
Drake made motion to approve and pay bills as presented, second Schuck, motion carried.
B. Administrator’s Report
Torgerson went over the financial statements and the cash accounts. Talked about some capital projects for which we have earmarked this year. She also noted that Mike Bubany from David Drown & Associates will be coming to do the capital planning project to identify rate increases and also to identify large projects to come and how we can financially afford to pay for them. Torgerson also asked the Utilities to cover ½ of the laptop for which she will be getting through Council approval.
C. Past Due Utility Bills
With the Cold Weather Rule the Commission noted that we need to make sure we are on top of the accounts to make sure they do not get to extreme.
D. Who Pays?
The Cottage has asked the City to pay for the box covering the old electric pole wires because it was damaged in their snow removal of their parking lot. Peterson explained that the Bunges requested to have the light pole moved for their convenience. Torgerson stated that if the light pole was still there and it was hit by their snow removers that they would be responsible. Drake made motion that due to the fact that if the pole was there it would not have occurred, second Evenson, motion carried. The Utilities Commission asked Torgerson to write a letter explaining the situation.
E. Underground Wire / Butch Culbertson
Underground request for wires due to construction Culbertson wants to occur. Peterson explained the cost would be high to put underground in. Utilities Commission asked Torgerson to put the underground request on our capital planning. Once we can find out a price we will notify Culbertson of what it could possibly cost him.
F. UMMPA
Evenson asked Torgerson to find out when the next UMMPA meeting is and that someone should attend. Torgerson will verify next meeting and notify Evenson.
G. Survey for Complaint on Water
Torgerson notified the Commission that the mailing will be going out for CIP, Green Power and the Community Meeting. She asked if a water survey could be included to verify O’Keefe’s complaints on the water quality. Commission asked Torgerson to come up with a survey to send out to all water users.
H. Utility Plant Repair & Maintenance
Spoke about how to upgrade or repair the Switchgear room. Evenson will talk to Berkvam about the work. Peterson mentioned the #1 well across from the Legion needs to be repaired at over $5,000. Also pump house #2 needs new doors. Peterson was to get quotes and check with Torgerson about the finances.
