REGULAR MEETING CALLED TO ORDER:
Evenson called regular meeting to order.

AGENDA:
Drake made motion to approve the agenda, second by Schuck, motion carried.

MINUTES:
Drake made motion to approve the minutes, second by Schuck, motion carried.

PERSONS WITH BUSINESS BEFORE THE COMMISSION
A. Carla Noack: Comprehensive Planning & Codification of Ordinances
The Commission went over the Ordinances that they were asked to look at and also the policies and procedures that they wanted to be a part of ordinance. Peterson and Torgerson offered their suggestions for the changes and the utilities will review everything for the next regular meeting.

HOUSEKEEPING:
A. Bills
Drake made motion to approve and pay bills as presented, second Schuck, motion carried.
B. Administrator’s Report
Torgerson went over the financial statements, the CIP program and Capital planning. Torgerson says that the financials are looking pretty good year to date and that it will be important to work with capital planning to stay in line.
C. Past Due Utility Bills
Evenson asked Torgerson to work on some of the accounts to get them paid up. Overall, however the Utility Commission said that the past due bills looked better than in the past.
D. UMMPA
Jerry Evenson went to the last UMMPA meeting. Mike Wish from DPC was there to let the UMMPA members know that DPC will be offering UMMPA members a rate across the board. The price that DPC will be given will be a cost basis quote. Evenson would like to see the utility join UMMPA for future benefits. Evenson and Torgerson will attend the meeting on April 12th.
E. Electric Rates
Electric Rates were talked about, but Utilities Commission felt it would be better to discuss the rates after the Capital Planning is done.
F. HWY 250 Campground
Peterson informed the Commission about John Hongerholt wanting to extend the Electric lines to provide to more campsites. Commission agreed to extend the lines with Hongerholt bearing the entire cost for the extension.
G. Backhoe
Peterson presented the Backhoe information for a trade-in. The backhoe needs to either be traded in now at this point or kept through the rest of its useful life. Drake made motion for the Utilities to pursue the purchase with a joint venture with the City with the Utilities paying ½ of the base cost of the backhoe, second by Evenson, motion carried.
H. Green Power and Water Survey
Torgerson stated that so far we have 46 persons signed up for green power. Also approximately 40 people filled out their water surveys. Peterson stated that we should map out the surveys to find out where the problems lie.

The Commission discussed the windows for the Switchgear Room to be replaced, also looking to get a firm commitment from Selectus Energy for tank. These items were to be placed on the next agenda.
