PUBLIC UTILITIES MEETING CALLED TO ORDER:
Evenson called regular meeting to order.

AGENDA:
Schuck made the motion to approve the agenda with the addition of both the wastewater treatment plant propane contract and a financing seminar training, second Evenson, motion carried.

MINUTES:
Evenson made a motion to approve the minutes as read, second Schuck, motion carried.

PERSON’S WITH BUSINESS BEFORE THE COMMISSION:

HOUSEKEEPING:
A. Paying of the Bills: Evenson made motion to pay bills as presented, second Schuck, motion carried.
B. Past Due Bills: The past due bills were reviewed. Evenson made a motion to assess the large unpaid balances, second Schuck, motion carried.
C. Hydro Savings and Operation: Peterson noted that the hydro has been operated since it has been reinstalled. The savings have been estimated at approximately $4,700 for August. Peterson noted that once Dairyland is able to dial into the metering system they will be able to give credits for the green energy as well.
D. FEMA Update: Vickerman noted that they are still waiting for the contract from the state for the damage reimbursements. She stated that FEMA will only reimburse for the visible loss of rip rap at this time and that the City must prove that there was actual damage to the dam from the flood before they will look into further reimbursement.
E. Bonestroo Quote for Dam Repair: Vickerman noted that without proof from a structural engineer that FEMA will not reimburse for any damage to the dam. Vickerman stated visually the staff can see that there is a change in the flow over the dam since the flooding. Bonestroo provided a quote for a feasibility and damage assessment study for the dam at $30,000. Vickerman noted that without the inspection there will be no opportunity for federal funds. Schuck made motion to sign the agreement for Bonestroo to do a feasibility and damage assessment study of the dam, second Evenson, motion carried.
F. SEMCAC Contract (Energy Assistance): Vickerman noted that this is a yearly contract required to allow citizens of Lanesboro to apply and receive energy assistance. Evenson motioned to approve the contract, second Schuck, motion carried.
G. Identity Theft and Red Flag Rules Requirements: Vickerman went over the new requirement called “Identity Theft and Red Flag Rules”. She stated all utilities must have a policy as of November 1st. Vickerman asked the Commission to approve the provided policy that is a template provided by MMUA. Schuck made motion to implement the new policy, second Evenson, motion carried.
