REGULAR MEETING:
The meeting was called to order by Chairman Evenson. The agenda was approved with the addition of Dairyland/UMMPA update, with a motion by O’Connor, second by Schuck, motion carried. The minutes of the regular meeting, July 11, 2011, were approved with a motion by O’Connor, second by Schuck, motion carried.

HOUSEKEEPING:
Paying of the Bills: O’Connor made motion to pay any regular and ordinary bills that are due prior to the next meeting, second Schuck, motion carried.
Past Due Accounts: O’Connor made a motion to pursue cut-off procedures for those with past due balances, second Schuck, motion carried.
Dam Update: Vickerman provided most recent review provided by Ayres Associates. She noted that the engineers are still working with the state SHPO office and engineer for the USDA.
MNWARN: Evenson made a recommendation to the Council to joining the MNWARN program, second O’Connor, motion carried.
Sewer Assessment: Vickerman explained that she met with the insurance adjuster and they discussed the Sewer Assessment Plan that the LMCIT is now offering. There was a questionnaire that was filled out however the Lanesboro Public Utilities was not in compliance to receive the lower deductible. She noted that there are some steps that could be taken to qualify for that rebate and that she and Peterson would work on this project.
Fleet Safety Program: It was noted that the insurance adjuster on his visit discussed a fleet safety program and provided an example program. After reviewing the sample program, O’Connor offered to work with the employees to create a fleet safety program that worked with the City and PU.
Electric KW Losses: Vickerman reported that there has been an increase in electric kw losses for the LPU. She noted that the auditors also reported on this during their audit. She stated that Peterson, Wagner and she have been working on a two year comparison of the losses and feel that outside consulting is needed to work on the issue. Evenson made a motion for the staff to pursue whatever options necessary to fix the line loss issue, second O’Connor, motion carried.
Different Charges: Vickerman noted that Amdahl and Brink had not been charged the Garbage fees, yet are City residents. She asked how the Commission wanted the staff to pursue other charges that people may not have on their bill. She noted that with an internal audit, they are hoping to go through the accounts to determine if they are receiving the right charges. The Commission told Vickerman that they must make sure everyone is being charged fairly and if changes are necessary to notify the property owner of the change.
Dairyland/UMMPA update: Wagner noted that UMMPA is still in negotiations with Dairyland and they have not received the prices from the RFP.
