Lanesboro Public Utilities Commission
Electric, Water and Sewer Utility Provider
Builders, Developers and Extension Costs and Procedures

I. Residential

A. Electrical Hook Ups

  • Utilities will provide meter socket and meter.
  • Utilities will provide power to the property line that is most convenient for the utility.
  • Costs for this service will be paid for by the utility, for the amount not to exceed $1,000.00, remainder of this cost is to be paid for by owner.
  • Before final hook-up, must have an inspection sheet from a licensed electrician or the State Electrical Inspector turned into the PU office.
  • Owner is responsible for Gopher One State Call.

B. Water / Sewer

  • Home Builder/Owner shall complete the City Water Connection Application and receive a copy of the policies.
  • All street disruption and water access fees must be paid before connecting to the City Water System.
  • All water service curb stops that are required to be located must be called in to the Public Utilities at least 24 hours prior to digging (except emergencies); rush jobs do not constitute an emergency.
  • The Public Utilities Department or their designated inspector prior to back filling of water service trench must inspect all water connections. A 24-hour advance notice is required.
  • All pipe used in a water service shall be type K minimum 3/4” copper pipe.
  • A Ball Valve is required on main service line on street side of meter.
  • Where pressure reducers are required, the pressure reducer (supplied by plumber) will be located on the house side of the meter.
  • Connection and Meter user fees must be paid before delivery of the water meter will be made. The cost is $750.00.
  • Remote readers will be installed by the water utility when the plumber has completed the setting of the water meter. Notification by the plumber that the water meter has been set and ready for remote to be set shall be done at least 24 hours prior to final plumbing inspection.
  • Utilities Water Department will tap ¾” - 1” for $750.00, 1 ¼” – 2” for $1,000.00, over 2” will be considered a main extension at their expense, utilities will be involved only with inspection.
  • If water main is over 50 feet from the property line, owner is responsible for 100% on parts and labor after 50 feet.
  • If a water pressure reducer is necessary it will be at customer’s expense.
  • If pressure isn’t sufficient due to location, owner will provide a pressure tank and pump at owner’s expense.
  • Owner is responsible for all back filling and for sand that shall be put around the main to the curb stop for backfill.
  • Owner responsible to compact the trench in the street, should have at least 1 foot crushed rock brought up to street grade.

II. Commercial

A. Electrical

  • Owner must complete commercial electric service agreement.
  • User fee for new installation will be required with agreement at cost of $750.00 if service is at or below 200 amp. Any service above 200 amp will be hooked up for $1,000.00.
  • All wire will be the responsibility of the owner.
  • For CT metering, the owner will provide CTs and CT cabinet.
  • The utility will provide meter hub and meter.
  • Utility will supply overhead wire, where feasible, feasibility will be determined by the Utilities staff.
  • Any underground wire will be at owner’s expense.
  • Owner is responsible to call GopherOne.
  • If a pad mount transformer is part of the new service, owner will be responsible for cement pad.
  • Utilities will only provide the above for the not to exceed price of $750.00 below 200 amp and $1,000.00 above 200 amp. Any amount for materials and labor above these amounts will be the responsibility of the commercial owner.

C. Water / Sewer

  • Home Builder/Owner shall complete the City Water Connection Application Form and receive a copy of the Utilities policies.
  • All street disruption and water access fees must be paid before connecting to the City Water System.

III. Residential Developer

A. Electrical

  • Sign development agreement.
  • Utilities must be involved in the subdivision pre-application meeting for utility assessibility and availablility.
  • Provide 3 plat maps with easements.
  • Payment by check or irrevocable letter of credit before Utilities will provide the meter.
  • $750.00 per living unit for electrical user fee.
  • Provide Scheduling for when the Utilities can be notified and involved with any sewer, water and electrical procedure.
  • Streetlights are furnished and installed by developer. Developer will be responsible for 100% of the costs of installation.
  • Any expenses incurred for extension to a subdivision is at the owner/developers expense. Utilities will not pay for any costs associated with the line extensions.

B. Water/Sewer

  • Execute Developers agreement with the City.
  • Provide 3 plat maps with easements.
  • Payment of $750.00 per living unit for plat area at time of plotting for Water Access Fee and $750 for Sewer User Fee.
  • Developer will design with City/Utility approval, water main system within plotted area and install the same per City/Utility specifications.

IV. Commercial Developer

A. Electrical

  • Developer shall complete Commercial/Industrial services Agreement.
  • Provide 3 plat maps with easement.
  • Meet with Utilities Supervisor to finalize scope of project.
  • Prepayment of charges or an irrevocable letter of credit will be needed before work begins. Also a new account fee of $750.00 will be required per electrical meter.
  • Provide concrete pad for transformer. The Utilities Supervisor will provide the requirements.
  • Provide scheduling to Public Utilities to inform utility of installation processes.
  • Lanesboro Public Utilities will require, before final hook-up, an inspection sheet from a licensed electrician or the State Electrical Inspector.

B. Water/Sewer

  • Execute Developers Agreement.
  • Provide 3 plat maps with easements.
  • Payment of $750.00 for Water Access Fee and $750.00 for Sewer User Fee.
  • Developer will design with City/Utility approval, water main system within platted area and install the same per City/utility specifications.
  • All street disruption and water access fees must be paid before connecting to the Utilities.
  • All water service valves that are required to be located must be called in to the Water Utility at least 24 hours prior to digging (except emergencies); rush jobs do not constitute an emergency.
  • The Utilities or their designated inspector prior to back filling of water service trench must inspect all water connections. A 24 hour advance notice is required.
  • All pipe used in a water service shall be type K ¾” or 1” copper pipe, larger than 2” shall be ductile iron pipe. All service connections larger than 2” are required to be pressure tested at 150-lbs. psi for 1 hour with no loss of pressure.
  • Ball valve required for all 2” and smaller services.
  • Where pressure reducers are required, the pressure reducer (supplied by plumber) will be located on the house side of the meter and before the second valve.
  • Connection, access and meter fees must be paid before delivery of the water meter will be made. The remaining portion of the WAC fee of $750.00 will be paid at this time upon determination of total WAC units which is a function of building occupancy and is determined by the City Building Official.
  • Wire for the remote reader head must be installed before rough-in plumbing is done and before the meter is delivered.
  • Remote readers will be installed by the Utilities when the plumber has completed the setting of the water meter. Remote reader location shall meet the approval of the Utilities Supervisor. Notification by the plumber that the water meter has been set and ready for remote to be set shall be done at least 24 hours prior to the final plumbing inspection by the Utilities.

V. ELECTRICAL LINE EXTENSIONS:

A. Residential and Commercial:

  • Home Builder/Owner shall complete the Residential or Commercial Electric Service Agreement.
  • Must pay a $750.00 new account fee and all of the installation costs in relation to line extension, Utilities portion not to exceed $1,000.00, owner responsible for difference after the $1,000.00.
  • Before final hook-up, must have an inspection sheet from a licensed electrician or the State Electrical Inspector turned into the P.U. office.

VI. REPAIRS TO PUBLIC STREETS, CURBS, OR SIDEWALKS DUE TO INSTALLATION AND REPAIRS:

Any repairs or installations causing damage to public streets, curbs or sidewalks within the City limits will be the responsibility of the owner of the property. The utility reserves the right to not supply the given utility until payment has been made.

VII. MISCELLANEOUS:

  • Gas lines can not be ran in any trench for which utilities are present or installed.
  • For all utility hookups: Utilities must be notified 30 days prior to the start of the project.
  • Any water service over 2” shall be bonded ductile or have a bonded copper trace wire for locating.
